Analysis

The operation and maintenance of the Public Safety Building’s Detention Center requires the daily use of cleaning chemicals and supplies.  The Police Department seeks the approval of this contract agreement to purchase the needed cleaning chemicals and supplies on an as needed basis from State Industrial Products.

 

Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency.  The City of Grand Prairie has master inter-local cooperative agreements with various entities including Texas Multiple Award Schedule (TXMAS).

 

The Texas Procurement and Support Services (TPASS) has established, as an alternative purchasing method, the use of Texas Multiple Award Schedule (TXMAS) contracts that have been developed from contracts awarded by the federal government or any other governmental entity of any state.

 

The State Inter-Local Agreement began 12/27/2004 and will expire 11/30/2020.

 

Financial Consideration

The City spends an estimated $25,000 annually on cleaning chemicals and supplies for the Detention Center.  FY 2017 funding is available in the Police Department’s General Fund Budget (281110-60300 and 281110-60310).  Funding for future years will be paid from that year’s approved budgets.
