SUMMARY:
Amend the 2010 Comprehensive Plan's Future Land Use Map from Mixed Use to Light Industrial. 2.87 acre of land, situated in the John C. Read Survey, Abstract No. 1183, City of Grand Prairie, Dallas County, Texas, and generally located north of Josephine Lane and approximately 564 west of Gilbert Road.
ADJACENT LAND USES:
North - Parcels north of the subject property are zoned Light Industrial (LI) District and is undeveloped.
South - The properties to the south are zoned Single Family-1 (SF-1) district and are partially developed for single family residential uses.
East - Located east of the subject property is zoned Light Industrial (LI) District and is primarily undeveloped.
West - The property to the west is zoned Light Industrial (LI) District and is partially developed for outdoor open storage uses.
PURPOSE OF REQUEST:
The purpose of the request is to amend the Future Land Use Map (FLUM) from Mixed Uses to Light Industrial designation so that the FLUM is consistent with the surrounding land uses in the area.
This consideration was prompted by a request to amend the zoning on the property from SF-1, Single-Family Residential District to LI, Light Industrial.
ANALYSIS:
The property is located east of the Trinity River and north of Josephine Lane, an unimproved asphalt/gravel roadway that provides access to three (3) tracts addressed as 106 & 110 Josephine Lane. These tracts are currently zoned SF-1, Single-Family Residential. The property east of the river between E. Shady Grove Rd. and E. Rock Island Rd. is designated on the 2010 Future Land Use Map (FLUM) as Mixed-Use.
As defined in the City's 2010 Comprehensive Plan, Mixed Use development should include a mixture of retail, high-density residential, personal service and some limited office uses in a pedestrian oriented development. This designation precludes industrial development.
In contrast to the FLUM designation, much of the area surrounding the subject property is currently zoned LI, Light Industrial. Though the subject property is not currently within a FEMA-designated floodplain, much of the area to the west is in the floodplain or floodway and may lack adequate road infrastructure to support industrial uses in addition to adequate buffering from existing residential uses.
Although the current zoning at 106 & 110 Josephine Lane is inconsistent with the Future Land Use map, staff believes further study of the area is needed before a change can be considered to the FLUM.
RECOMMENDATION:
Staff recommends that the Future Land Use designation remain Mixed Use at this time and not be changed to Light Industrial.
At its September 10, 2018 meeting, the Planning and Zoning Commission voted 8-0 to recommend that the Future Land Use map not be changed on the property and remain Mixed Use.

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS AMENDING THE 2010 COMPREHENSIVE PLAN FOR THE CITY OF GRAND PRAIRIE, WHICH UPDATES THE 2010 FUTURE LAND USE MAP TO CHANGE THE CLASSIFICATION FOR 2.87 ACRE TRACT OUT OF THE JOHN C READ SURVEY, ABSTRACT NO. 1183, CITY OF GRAND PRAIRIE, DALLAS COUNTY, TEXAS, LOCATED NORTH OF JOSEPHINE LANE AND APPROXIMATELY 564 FEET TO THE WEST OF GILBERT ROAD, (106 & 110 JOSEPHINE LANE) AND AS MORE FULLY DESCRIBED BELOW CHANGING THE MIXED USE DESIGNATION TO LIGHT INDUSTRIAL; AND MAKING THIS ORDINANCE CUMULATIVE; PROVIDING A SEVERABILITY CLAUSE; AND DECLARING AN EFFECTIVE DATE.
WHEREAS, Section 1.11.5.1 of the Unified Development Code of the City of Grand Prairie, Texas stipulates that the Planning and Zoning Commission shall conduct a public hearing and make recommendations to the City Council on amendments to the Comprehensive Plan; and
WHEREAS, Notice was given of a public hearing on proposed amendments to the Comprehensive Plan to be held by the Planning and Zoning Commission of Grand Prairie, Texas, in the City of Grand Prairie Development Center, 206 W. Church Street, at 7:00 o'clock P.M. on September 10, 2018, such Notice of the time and place of such hearing having been given at least ten (10) days prior to such hearing by publication in the Fort Worth Star Telegram, Fort Worth, Texas, a newspaper of general circulation in such municipality; and
WHEREAS, after consideration of said amendment, the Planning and Zoning Commission of the City of Grand Prairie, Texas voted 8 to 0 to recommend denial to the City Council of Grand Prairie, Texas, that said Comprehensive Plan should be approved since its provisions are in the public interest and will promote the health, safety and welfare of the community; and
WHEREAS, Notice was given of a further public hearing to be held by the City Council of the City of Grand Prairie, Texas, in the City Hall Plaza Building, at 6:30 o'clock P.M. on September 18, 2018, to consider the advisability of amending the Comprehensive Plan as recommended by the Planning and Zoning Commission, such Notice of the time and place of such hearing having been given at least fifteen (15) days prior to such hearing by publication in the Fort Worth Star Telegram, Fort Worth, Texas, a newspaper of general circulation in such municipality.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1.
THAT, the Future Land Use Map for 2010 Comprehensive Plan for the City of Grand Prairie be amended and revised and described as follows:
A. Change the current classification of Mixed Use to Light Industrial on property delineated in exhibit A, being 2.87 acre out of the John C. Read Survey, Abstract No. 1183, in the City of Grand Prairie, Dallas County, Texas. More specifically, addressed at 106 & 110 Josephine Lane.
SECTION 2.
THAT, if any section, subsection, sentence, clause, phrase or portion of this ordinance is for any reason held invalid or unconstitutional by any court of competent jurisdiction, such provisions and such holding shall not affect the validity of the remaining portions thereof.
SECTION 3.
THAT this ordinance shall be in full force and effect from and after its passage, approval and publication.
