SUMMARY:

 

Preliminary Plat for Lots 1 and 2, Block 1, MBC GSW Bardin Addition, for the purpose of creating two lots for residential and commercial development. A portion of Tract 1, Memucan Hunt Survey, Abstract No. 757, City of Grand Prairie, Tarrant County, Texas, 34.23 acres zoned PD-30 and PD-44 in the IH-20 Corridor Overlay, addressed as 4115 S. Great Southwest Parkway and generally located southeast of the intersection of Bardin Road and S. Great Southwest Parkway.

 

PURPOSE OF REQUEST:

 

The purpose of the Preliminary Plat is to create 2 lots (Lots 1 and 2, Block 1) on 34.23 acres to facilitate commercial and multi-family development in the I-20 Overlay District. Concurrent with this application is a request to rezone the proposed Lot 2 for multi-family development (Z180303/CP180302).

 

ADJACENT LAND USES AND ACCESS:

 

North: PD-250 developed as Retail Commercial.

 

South: PD-50 developed as Single-Family Residential.

 

East: PD-372 developed as production and shipping facility (Flex-N-Gate)

 

West: PD-44 partially developed as Retail Commercial; PD-366 undeveloped (Mixed-Use)

 

PLAT FEATURES:

 

Lot 1 is directly accessible from Great Southwest Parkway and from Bardin Road by mutual access easement. Lot 2 is accessible only from Bardin Road as shown on the Concept Plan (CP180302). Both streets are fully built but may require improvements with future site plans such as turning lanes and signal modifications.

 

The plat meets density and dimensional requirements of the PD and the Unified Development Code. An existing drainage easement near the intersection of Bardin and Sgt. Hunter Lane is shown for future partial abandonment to allow for the construction of buildings. A new drainage easement is proposed to convey water from Bardin and the post-developed site to the creek. Drainage easements based on final design will be established with the Final Plat.

 

RECOMMENDATION:

 

DRC recommends approval.

 

At its June 4, 2018 meeting the Planning and Zoning Commission voted 6-2 to deny this application. The applicant has appealed pursuant to Article 1, Section 1.11.5.9 of the Unified Development Code.
