Analysis

Garland/DBS has held a previous contract with the City of Grand Prairie that expired December 31, 2018. Since then, Garland/DBS has extended their contract with U.S. Communities to expire December 31, 2019; therefore, the City would like to enter into a new contract with Garland/DBS for the purchase of roofing services, as required by Facility Services, for an additional one-year term.

 

Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including U.S. Communities.

The U.S. Communities contract began January 1, 2015 and has been extended to expire December 31, 2019, with no additional renewal options remaining.

 

Financial Consideration

Funds are available in various departments operating budgets and project accounts and will be charged accordingly on orders through the end of the fiscal year.  Funding for future fiscal years will be paid from that year's approved budgets.
