Title

Analysis

These vehicles will replace existing equipment, specifically, classes 7 and 8 dump trucks, in accordance to the city replacement/improvement schedule and are included in the FY 2018-19 Approved Operating Budget.  They are as follows: 

 

-one (1), unit, age 2000, class 8 tandem dump bed truck in Public Works (Streets) replaced with (1) Kenworth T440 tandem dump bed truck totaling $131,027.55,

-one (1), unit, age 2009, class 8 flush truck in Water/Wastewater Maintenance replaced with (1) Kenworth T470 flush truck totaling $366,301.53,

-two (2), units, age 2001, class 7 utility body trucks in Water/Wastewater Maintenance & Distribution replaced with (2) Kenworth T370 utility body trucks totaling $277,937.64.

 

Chapter 271.102 of the Local Government Code authorizes local governments to participate in cooperative purchasing programs with other local governments or local cooperative organizations. In lieu of competitive bidding, items and services may be purchased through such agreements as they have performed the bidding processes by the sponsoring entities or agencies.  The City of Grand Prairie utilizes existing master, inter-local cooperative agreements with various entities including one with Buyboard.

 

Buyboard provides us to save money through "economies of scale", pooled purchasing power of their members.  They include hundreds of school districts, municipalities, counties, other local governments, and nonprofit entities across Texas. They use the power of numbers as leverage to get better prices with the same vendors we use now.  A fee of $400 is due in order to use Buyboard contract # 521-16 effective date December 01, 2016 and expiring November 30, 2019.

 

Financial Consideration

Funding is available in the following accounts totaling $775,266.72:

 

1.                     $131,027.55 in the Equipment Acquisition Fund (253010-68320) Public Works (Streets);

2.                     $366,301.53 in the Water Fund (361211-68320) Water;

3.   $138,968.82 in the Water Fund (361111-68320) Water;

      4.                     $138,968.82 in the Water Fund (361211-68320) Water.
