Analysis

The City currently contracts with Arrow International with an active price agreement, which will soon terminate in May 2019 after having had five one-year renewals executed.  Staff is requesting establishing a new price agreement two months early and an early termination on the current price agreement in order to increase the contract value based on a the actual annual usage and estimated usage in years to come.  The previous estimate ($20,000/yr) was based on 2014 data and was exceeded in the most recent renewal year requiring a change order to more accurately accommodate the City’s growing EMS needs.  The proposed contract amount is sufficient to provide the city’s needs, hopefully, through 2024.

 

The EZ-IO Infusion System injects directly into the bone marrow to provide a non-collapsible entry point into the venous system.  This technique is used in emergency situations to provide fluids and medication when intravenous access is not feasible.  The EZ-IO Infusion System is comprised of various needle sets, power driver, connects, and stabilizers.  This agreement will be used by the Fire Department’s EMS Division. The EZ-IO system has been in use by the Fire Department for several years.

 

Arrow International, formerly VidaCare Corp and now an affiliate of Teleflex Inc of Triangle Park, NC, provides fixed pricing to government entities with no fluctuation in pricing for any one agency. This agreement is for one year for $35,000 annually with an option to renew for four years on a year-to-year basis totaling $175,000 if all extensions are exercised.  Arrow International products utilize a proprietary needle and power driver technology which requires both components be supplied by Arrow International. No other battery powered IO product is currently available in the global marketplace.

 

Financial Consideration

Funds are available in FY 2018/2019 General Fund budget (291210 60295) for Emergency Medical Supplies and will be charged accordingly on orders through the end of the current fiscal year. Funding for future fiscal years will be paid from that years approved budgets.
