Analysis
On February 2, 2016, City Council Approved an Engineering and surveying services contract in the total amount of $545,200 with Kimley-Horn and Associates for Project Development Study and 30 Percent Design of Great Southwest Parkway from IH-20 to Mayfield Road. The project improvements provided for widening the roadway from four lanes to six lanes to help improve traffic circulation on Great Southwest Parkway north of IH-20 to Mayfield Road and would also help the Traders Village traffic.
This contract provided for professional engineering and surveying services for Phase I of a two phase approach to perform a project development study to evaluate paving, drainage, and City utility capital improvements along and development of 30% design for Great Southwest Parkway from IH-20 north to the intersection with Mayfield Road.
Phase I of this project included the following items:
- Performing a traffic study of Great Southwest Parkway between the IH-20 westbound frontage road and Mayfield Road, and identify potential capital improvement projects along this corridor
- Identify impacts to adjacent properties and existing infrastructure.
- Identity roadway operational and capacity improvement options and alternatives
- Traffic impacts
- Corridor constraints
- Franchise utility impacts
- City utility impacts
- Potential City utility extensions
- Construction of a multi-span bridge at Prairie Creek crossing (box culverts are currently in place at this location)
- Identification of right-of-way impacts (including formal property descriptions)
- Temporary traffic control options
- Potential construction costs
- Preparation of 30% design plans
Phase I work has been substantially completed and in order to stay on schedule, staff is recommending to proceed with the Phase II design to provide for the preparation of 100% design plans and preparation of construction drawings of the following improvements between IH-20 and Mayfield Road:
Roadway widening from 4 to 6 lanes,
On-site and off-site drainage improvements that include a bridge construction over North fork of Fish Creek,
Waterline extension of a 30" supply main, and miscellaneous water main adjustments,
Wastewater main adjustments,
Landscape and irrigation of medians and planting at proposed two entry (2) monuments.
Illumination including street and bridge lighting
Traffic Signals at GSW and Sara Jane/Outlet and GSW and Forum
Pavement markings
This contact provides for bidding and construction of section 1 of Great Southwest Parkway from Sara Jane through Forum Drive scheduled for design completion by December 2017 with bidding and construction to follow upon obtaining the needed easements and right-of-ways and funding as part of the 2017 budget process. The section from Forum Drive to Mayfield Road is to be bid and constructed in late 2018, upon obtaining the needed easements and right-of-ways and funding as part of the 2018 budget process.
Financial Consideration
On February 2, 2016, City Council approved an engineering and surveying services contract in the total amount of $545,200 with Kimley-Horn and Associates for project development study and 30 percent design of Great Southwest Parkway from IH-20 to Mayfield Road. This amendment (change order) #1 in the total amount of $689,500 will bring the grand total contract amount to $1,234,700.
