Analysis

In January 2019, Tangle Ridge experienced a failure in the main sewer line, which required an immediate repair.   Entech provided an initial repair estimate of $36,142.  After starting the excavations for the required repairs, Entech discovered the following:

 

1.)                     The sewer line had deteriorated beyond the expected repair in the original estimate

2.)                     The line running from the grease trap to the sewer line had also deteriorated

3.)                     The sewer line connection into the building was improperly routed through a grade beam during construction. 

These deficiencies would require additional excavation under the building and repositioning of restroom fixtures (toilets) to correct all the deficiencies in the main sewer system.  As a result, interior cosmetic repairs would also be required to complete the emergency sewer line repair.

Entech submitted a $62,025 change order to address these unforeseen sewer repairs, adjusting the total repairs needed to $98,167.  Having received this new repair estimate and proposed change order, and understanding that not only additional plumbing repairs would be required but also now internal cosmetic repairs would be necessary, staff solicited additional bids.  Home Depot, under their US Communities interlocal agreement, submitted a bid of $44,376 to complete the additional outside sewer repairs and interior cosmetic repairs bringing the total repairs required to $80,518.

City policy provides that emergency purchases are exempted from bidding requirements as stated in Section 252 of the Local Government Code.  One of the provisions in this code states that a purchase is exempted from bidding because of unforeseen damage to public machinery, equipment, or other property.  Due to the emergency nature of the sewer repairs and subsequent damage findings in the sewer system at Tangle Ridge, staff is requesting ratification of the emergency purchase with Home Depot and Entech taken together amount of $80,518.

This item was taken to the Finance and Government Committee on March 5, 2019 for their review and recommendation for approval.

Financial Consideration

Funding for the ratification of the emergency purchase with Home Depot, in the amount of $44,376 and Entech Sales, in the amount of, $36,142, for the emergency sewer repair at Tangle Ridge Golf Course for a total of $80,518, is available by approving an ordinance transferring and appropriating from the unobligated fund balance in the Parks Capital Projects Fund (317193), to WO #01905203 ( FY19 Landscape & Ground TR)

In order to execute the work, $50,000 was reallocated from an existing project (01905003 - Tangle Ridge Bunker Renovations) and staff will re-establish the $50,000 to the Tangle Ridge Bunker Renovations upon approval of this item.

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:

 

SECTION 1.  THAT the FY 2018/2019 Capital Improvement Projects Budget be amended by transferring and appropriating $80,518 from the unobligated fund balance in the Parks Capital Projects Fund (317193) to WO #01905203 ( FY19 Landscape & Ground TR)
