Analysis

This study evaluates and updates the projects proposed as part of the City Wide Drainage Plan studies,including drainage Problem assessment around the City and specific Neighborhood flooding during the May 2015 rainfall storms.

 

A substantial amount of previous work has been completed on City Wide Drainage Master Planning to define and prioritize drainage and floodplain needs throughout the City. 

 

This study provides three items of study as approved as part of the FY 2016 CIP:

 

1.                     Drainage Problem Area Assessment:

The existing GPS vertical survey control monuments will be verified as to accuracy and a new Lidar for one foot contours shall be developed for the entire City that will reflect changes that have resulted from development and city projects to establish new topographic information to be then used as part of drainage evaluations. Based on the new Lidar, citywide inundation and drainage flow accumulation mapping will be performed to estimate areas of potential surface flow flooding. A detailed study will be performed specifically for the Indian Hills and Shady Grove areas of the City which have minimal storm drainage systems and a master drainage plan will be developed and provided for future consideration.

 

2.                     Neighborhood Flooding:

As part of the May 2015 floods, the City has identified 8 public drainage locations that need to be addressed. Each of these 8 locations will be evaluated for feasible solutions to reduce the risk of flooding and concept level project plans with cost estimates will be developed for consideration for FY 2017 CIP programming for detail design and construction. The sites are as listed below.

iii.                     2330 Nottingham  (performed by Halff Associates, including surveying)

iv.                     1834 Wildwood

v.                                          1002 Denmark/1113 Denmark

vi.                     902 W Church

vii.                     637 San Pedro

 

3.                     Master Plan Study Update

 

The City has completed watershed master plans for eight of its watersheds.   These watershed master plans are:

                     Alspaugh Branch

                     Arbor Creek

                     Cottonwood Creek

                     Cedar Creek

                     Henry Branch

                     Fish Creek

                     Fish Garden Kirby Willis

                     Joe Pool Lake

                     Johnson Creek

 

As part of these master plans, projects were proposed for the consideration, many of which have already been constructed. The remaining projects will be re-evaluated and anticipated construction costs updated and reprioritzed for the City's consideration. This project will also update the internal storm drain system. 

 

The consultant will proceed with the Lidar work upon the issuance of the Notice to Proceed, with the project anticipated to be complete by late September 2016.

 

Financial Consideration

Funding in the maximum amount of $379,925 is available as follows:

1. $60,000 from the Storm Drainage Capital Projects Fund (401592 ) WO #01605201 (FY16 Master Plan) 61039 (Professional Services)

2. $200,000 from the Storm Drainage Capital Projects Fund (401592) WO #01604401 (Drainage Problems) 61039 (Professional Services)
