Analysis
The Public Safety Building (PSB) was constructed and occupied in 2010. In the nine years that the building has been occupied some frequently used parts of the structure have begun to require replacement. The Detention Center’s plumbing fixtures and shower walls and floors have reached their useful life. Staff has been determined that the plumbing fixtures should be replaced by a more durable stainless steel product and the shower walls and floors should be coated with a durable epoxy resin coating in order to sustain prolonged and continuous usage.
Due to potential issues that may arise with complicated plumbing projects of this nature, staff is recommending a ten-percent (10%) contingency. The contingency amount is not obligated to The Home Depot and will be retained by the City if not utilized.
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master Inter-Local cooperative agreements with various entities including U.S. Communities.

The Home Depot’s US Communities contract #16154 was effective February 1, 2017 and will expire December 31, 2021.

Financial Consideration
Funding for the contract with Home Depot in the amount of $1,029,575, and the contingency amount of $102,958, is available in the FY 2018/2019 Crime Tax Fund (286110).
