Analysis
The purpose of the EMPG grant program is to make grants to states to assist local governments in preparing for all hazards, as authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act. Title VI of the Stafford Act authorizes FEMA to make grants for the purpose of providing a system of emergency preparedness for the protection of life and property in the United States from hazards and to vest the responsibility for emergency preparedness jointly in the federal government and the states and their political subdivisions. The federal government, through the EMPG program, provides necessary direction, coordination, and guidance, and provides necessary assistance, as authorized so that a comprehensive emergency preparedness system exists for all hazards.
The priority for FY2011-12 is advancing "Whole Community" Security and Emergency Management. As the country experiences threats of terrorist attacks (foreign and domestic) and natural disasters, communities are challenged to develop collective, local abilities to withstand the potential impacts of these events, respond quickly, and recover in a way that sustains or improves the community's overall well-being. Achieving this collective capacity calls for innovative approach across the community, including emergency management to build up existing practices, institutions, and organizations that help make local communities successful, and that can leverage this infrastructure if and when an incident occurs.
Whole Community Priority Objectives and Performance Measures. To address the priority, four objectives have been identified and each is given a performance measure and associated reporting requirement to determine how effective the City of Grand Prairie (grantee) are utilizing the EMPG program funding to prepare for all hazards and advance a whole community approach. With these measures, the City of Grand Prairie Office of Emergency Management must evaluate the progress towards achieving the stated objectives in quarterly EMPG program report and in compliance with the below reporting requirements:
· Objective One: Approved Emergency Management Plans
· Objective Two: Completion of Threat and Hazard Identification and Risk Assessment
· Objective Three: Develop and Maintain Multi-Year Training and Exercise Plans to include conducting of exercises.
· Objective Four: Target Training and Verify Capability of Personnel through the completion of National Incident Management System (NIMS) related training and other required emergency management-related training.
· Completion of Work Plans, Progress Reports #1 & #2, and Quarterly Financial Reports must be submitted.
The City of Grand Prairie has received the Emergency Management Performance Grant (EMPG) since 1989 and continues to receive this grant annually by completing the necessary reporting requirements. The Office of Emergency Management submited a work plan annually along with completing progress reports and financial reports. Allowable costs for the EMPG grant include emergency planning, equipment, training, exercises, construction and renovation of the Emergency Operations Center, maintenance and sustainment of emergency management program.
Financial Consideration
The grant period begins October 1, 2011, and ends March 31, 2013. It is anticipated that the total cost for the City during this period will amount to be approximately $114,424 and expect $49,667.31 in reimbursement for these expenses. The Texas Division of Emergency Management will fund $49,667.31 to pay for a full time Emergency Management Coordinator's salary and benefits, emergency management program related costs such as supplies and travel and training. The city cash match will be $64,757.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS, IN SUPPORT OF AN EMERGENCY MANAGEMENT PERFORMANCE GRANT (EMPG) FOR THE GRAND PRAIRIE OFFICE OF EMERGENCY MANAGEMENT TO CONDUCT EMERGENCY PREPAREDNESS AND EMERGENCY MANAGEMENT ACTIVITIES TO RECEIVE $49,667.31 FOR FY2012 EMPG GRANT WITH GRANT DELIVERABLE PERIOD FROM OCTOBER 1, 2011 TO MARCH 31, 2013
WHEREAS, the Grand Prairie Office of Emergency Management received funding to promote emergency preparedness, update emergency management plans, training such as attending the annual International Association of Emergency Managers Conference and the State of Texas Emergency Management / Homeland Security Conference, exercises, purchase needed equipment, maintain emergency management program to prevent, prepare for, respond to and recover from hazards that face the City of Grand Prairie;
WHEREAS, the City will receive reimbursement of $49,667.31 from the Texas Division of Emergency Management for emergency management program-related expenses;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS, THAT
SECTION 1: the City Council of the City of Grand Prairie, Texas, does hereby authorize the City Manager to accept the FY2012 Emergency Management Performance Grant in the amount $49,667.31.
SECTION 2. the City of Grand Prairie agrees to provide any applicable cash match;
SECTION 3. the City Manager of the City of Grand Prairie is empowered to accept, reject, alter or terminate this grant on behalf of the City Council;
SECTION 4: this resolution shall be in full force and effect from and after its passage and approval in accordance with the Charter of the City of Grand Prairie and it is accordingly so resolved.
