Analysis
On January 15, 2013, City Council (12-2353) approved an engineering contract with Freese & Nichols, Inc. for the site study, preliminary design, and four separate design and construction administration packages entailing the pump station facility design, pump and electrical design, S.H. 360 TransLine, Phase 2 and S.H. 360 Transline Phase 3 in the total amount of $956,500.
This contract provided engineering services to complete the Mansfield supply system which included a ground storage tank, pump station and water transmission lines extending from the pump station to connect to the existing Midlothian supply line on U.S. 287. These facilities will be assets wholly owned by the City of Grand Prairie.
At the current time, this contract has been delayed in completion due to difficulties in easement acquisition, additional engineering associated with the location of and design for working around two (2) gas transmission lines at an additional cost of $10,835 (Change Order/Amendment No. 1) and an extension of time from the original contact ending date of January 31, 2015 to June 30, 2017 (Change Order/Amendment No. 2).
Change Order/Amendment No. 3, approved by the City Council on January 24, 2017 (17-6407) added a cost of $156,913 for additional easement acquisition and design of an 8" water main to serve existing residents on Davis Road, currently being served by Johnson County Special Utility District but being transferred to the City of Grand Prairie as a result of our previous annexation of this area and subsequent CCN transfer. It also provided for revision of water line design due to a change in alignment necessary due to work around a property wherein we were unable to acquire an easement. In addition, certain changes in the pump station design are necessary due to a change in the contract with Johnson County Special Utility District.
Change Order/Amendment No. 4 approved by the City on February 13, 2018 added a cost of $33,705.00 for additional engineering to downsize the 24" waterline to help with water quality concerns while still planning for a future parallel waterline to be able to meet demand when it presents itself in the future. As part of planning for the future parallel lines, Freese and Nichols designed for the realignment of the waterline both horizontally and vertically in order to ensure the proposed line would be able to stay active during the construction of the future parallel waterline.
The current Change Order/Amendment No. 5 in the amount of $150,000 allows for professional engineering services to provide additional reporting to TCEQ to cover new interconnection requirements. In May of 2017 RCEQ issued additional approval requirement for interconnection between two public water supplies. These new requirement require documenting and reporting system capacity and water quality information for both the City of Grand Prairie as well as the City of Mansfield.
Revised contract amount will be $1,307,953.00 with an expiration date of May 31, 2019.
Financial Consideration
Funding for Change Order/Amendment No. 5 to the Freese & Nichols contract in the amount of $150,000 to provide for additional engineering services on the Southwest Sector (previously Mansfield Pump) Station and S.H. 360 Transmission Line Phases 2 and 3, is available in the Water Capital Projects Fund (500592), WO #01810503 (Southwest Sector Trans Line).
