Analysis
Based on Developer interest in this area, and the willingness to dedicated the needed right-of-way and easements for the project, on September 19, 2017, City of Grand Prairie City Council awarded a professional engineering contract to Halff Associates, Inc. to update the 2010 project plans to current standards, including bidding and construction services associated with paving, drainage and utility improvements for Palace Parkway from Beltline Road East to IH-30 Frontage Road. The Right-of-way and easements are currently being finalized for dedication to the City.
The project improvements provide for furnishing all labor, material, equipment and performing all work required for the Palace Parkway Paving, Drainage, Water & Wastewater Improvements, consisting of approximately 2,371 feet of linear 4-lane roadway construction, 2,665 linear feet of water line, 2,780 linear feet of wastewater main, construction of a 203-foot 2-barrel 12’x12’ box culvert with headwalls, storm drain pipes, traffic signal adjustments at Belt line Road and other miscellaneous items of work.
This project was bid using the competitive sealed proposal method. On November 14, 2017, the City of Grand Prairie publicly opened eight proposals for this project. All proposers acknowledged receipt of the addenda and submitted bid bonds. Halff Associates, Inc. tabulated the proposals and the results are provided in the table below.
On November 27th 2017, the selection Committee met to evaluate the proposals, the Committee's ranking of the proposers is provided below in order:

During the subsequant proposal negotiations with the City, McMahon Contracting agreed to reduce their bid by $130,541.40 to $4,616,251.41. The City also negotiated the number of calendar from the original 300 calendar days to 290 calendar Days.
Based on the attached recommendation letter from Halff Associates, Staff is also recommending the award of this construction contract to McMahon Contracting in the final negotiated amount of $4,616,251.40 and 290 Calendar Days.
The Palace Parkway project was presented and approved by the City Council Development Committee on November 20, 2017. The Finance and Government Committee is to consider this item at their December 12th 2017 meeting.
Construction of this project is scheduled to start in the first week of January 2018 with projected completion in November 2018.
Financial Consideration
$3,876,315 of the funding for this project was included as part of the TIF.

SECTION 1. THAT THE FY 2017/2018 Capital Improvement Project Budget be amended by transferring and appropriating $1,839,054 from the unobligated fund balance in the Street Capital Projects Fund (40019) to WO #09903603 (Palace Connection to IH-30 Off Ramp)
SECTION 2. THAT THE FY 2017/2018 Capital Improvement Project Budget be amended by transferring and appropriating $87,604 from the unobligated fund balance in the Wastewater Capital Projects Fund (500692) to WO #01711803 (Palace Parkway WWST)
