Analysis

These vehicles will either replace existing vehicles in the fleet or add to the fleet according to the city replacement schedule. The purchase of the vehicles were included in the FY 2017/2018 Approved Operating Budget and includes the following:

 

                                          From Silsbee Ford:

                     one (1) 2018 Ford Explorer will be replacing (1) 2010 sedan for Emergency Management;

                     one (1) 2018 Ford Explorer will be replacing (1) 1999 van for Environmental Services;

 

                                          From Cowboy Chrysler Dodge Jeep:

                     one (1) 2018 Ram 2500 with utility body will be replacing one (1) 2008 pickup for Environmental Services;

                     one (1) 2018 Ram 3500 with gooseneck will be replacing (1) 2003 pickup for Parks and Recreation;

                     two (2) 2018 Ram 3500 with dump body will be replacing (2) 1992 dump trucks for Parks and Recreation;

                     one (1) 2018 Ram 3500 with dump body will be replacing one (1) 2009 pickup for Environmental Services;

                     one (1) 2018 Ram 3500 with utility body and ladder rack will be replacing one (1) 2006 pickup for Parks and Recreation;

                     one (1) 2018 Ram 2500 with utility body and crane will be replacing one (1) 2008 pickup for Public Works (Water);

                     one (1) 2018 Ram 1500 4x4 pickup will be an addition for Planning.

 

Chapter 271.102 of the Local Government Code authorizes local governments to participate in cooperative purchasing programs with other local governments or local cooperative organizations. In lieu of competitive bidding, items and services may be purchased through such agreements as they have performed the bidding processes by the sponsoring entities or agencies.  The City of Grand Prairie utilizes existing master, inter-local cooperative agreements with various entities including the Buyboard interlocal agreement.

 

Buyboard allows us to save money through "economies of scale", with the pooled purchasing power of their members.  They include hundreds of school districts, municipalities, counties, other local governments, and nonprofit entities across Texas. They use the power of numbers as leverage to get better prices with the same vendors we use now.  A fee of $400 is due in order to use Buyboard contract # 521-16 effective date December 01, 2016 and expiring November 30, 2019.

 

Financial Consideration

Funding is available in the following accounts:

 

1.   $32,252.75 in the Emergency Management Grant Fund (300590-67018008-68320) Emergency Management;

2.                     $32,252.75 in the Water Wastewater Fund (303010-68320) Environmental Services;

3.                     $28,712.90 in the Water Wastewater Fund (303010-68320) Environmental Services;

4.   $36,780 in the Equipment Acquisition Fund (314310-68320) Parks and Recreation;

5.   $89,466 in the Equipment Acquisition Fund (314310-68320) Parks and Recreation;

6.   $46,704 in the Solid Waste Fund (303710-68320) Environmental Services;

7.   $41,574 in the Equipment Acquisition Fund (314310-68320) Parks and Recreation;

8.   $33,403 in the Water Wastewater Fund (361111-68320) Public Works (Water);

9.   $34,060.25 in the Storm Water Utility Fund (233010-68320) Planning.
