Analysis

The City’s current contract with Swagit expires May 31, 2019 for the live and archived streaming of GPTV video on the city’s website.  Staff recommends entering into a new contract with Swagit as an interlocal price agreement through TIPS contract # 160901.   Swagit can air our high definition video feed, index and post up to 75 live public meetings a year, and post up to 120 additional hours of programming

                     

GPTV online will continue to be viewable by desktop or mobile device.  Our current archives will stay intact.  Swagit indexes our live meetings so that viewers can jump to each item on the agenda during online replay instead of having to scroll through looking for what they want to view. Additionally, the City is adding audio search functionality.

 

The monthly maintenance cost is $1,490 ($17,880 annually), plus an annual allowance of $20,000 to add equipment or additional services as needed.

 

Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency.  The City of Grand Prairie has master inter-local cooperative agreements with various entities including with TIPS.

 

The TIPS and TAPS purchasing cooperatives have joined together government entities, in multiple states, to increase their buying power in acquiring products and services; lowering administrative procurement costs; and improving OVERALL business performance at each entity. Other benefits include: Centralized Vendor Listing; e-Commerce Store; Toll-Free Help Line; Competitively Bid Procurement Process and Vendor/Member Reporting Service.

 

Financial Consideration

Funding for the contract for the Live and Archived Steaming of GPTV Video with Swagit Productions up to $37,880, is available in the FY 2018/2019 Cable Fund 174010-61065.
