Analysis
On March 3, 2015, City Council approved the transportation fiber communication network upgrade to an Ethernet communication network, and on June 7, 2016 approved the upgrade of existing analog traffic cameras to digital high definition cameras. The current analog video wall in the Traffic Management Center (TMC) is over ten years old, and needs to be upgraded to the same digital format as the traffic cameras to display the video without any conversion. Additionally, the existing video wall equipment is discontinued and no longer available.
The proposed video wall equipment will support the City’s Advanced Transportation Management System (ATMS) and will enhance the City's ability to share video with 911 dispatch, including the first responders in the field. The proposed video wall equipment will also facilitate video sharing with other transportation agencies in the Metroplex.
A quote of $399,656 for the video wall upgrade was provided by Whitlock for both the equipment and installation. Whitlock has worked with the City of Grand Prairie on several major projects since 2006, most notably the Traffic Management Center and the City Council Chambers.
State purchasing laws authorize local governments to enter into inter-local and cooperative agreements for the performance of governmental functions normally associated with the operation of government, such as purchasing of necessary materials and supplies. The City of Grand Prairie does not need to competitively bid items purchased through such agreements as they have already been bid by the sponsoring entity.
The video wall system, in an amount $399,656, will be purchased from Whitlock, through the Texas DIR contract number DIR-SDD-2023.
Financial Consideration
Funding for the purchase of video equipment from Whitlock, in the amount of $411,646, is available in the Capital Reserve Fund (402590) WO #01610303 (TMC Communication Upgrade) Communication & Video Equipment (68270)
