Analysis

The State of Texas received a Presidential Disaster Declaration, DR-4272, following severe storms and flooding in May-June 2016.  The Presidential Disaster Declaration allocated federal funding through the Hazard Mitigation Grant Program (HMGP) managed by the Federal Emergency Management Agency (FEMA) to communities in Texas impacted by the disaster.  Although not directly impacted by these flooding events, the City is an eligible applicant for this grant opportunity.

 

The HMGP grant includes an allocation of funding for initiative projects, including generators. The City of Grand Prairie previously pursued two HMGP grants for a generator at the Dorchester Levee. The HMGP program received more funding requests than available funding and the project was not funded. The Stormwater Department, Streets Department and the Office of Emergency Management would like to resubmit the following project to DR-4272.

 

The HMGP grant pays for 75% of the anticipated project cost as requested in the grant application. The City understands that if one of the HMGP initiative project grants is awarded and the actual costs are greater than the funding awarded, the City of Grand Prairie will be responsible for the additional costs.  Therefore, Grand Prairie commits to providing 25% or more of the local share in the event that one or more grants are awarded to the City.

*The costs presented are estimated costs. The actual costs could be greater or less than the numbers presented here. The City of Grand Prairie will be responsible for 25 percent or more of the total cost of projects that receive this grant funding.

 

Financial Consideration

No funding is required at the current time.

 

The proposed local match of $187,500 or more would come from the City’s Stormwater Utility Fund 233010 Account 90075.  In the event that the actual costs are higher than the estimated costs presented here, the City will be responsible for paying the difference.

A RESOLUTION OF THE CITY OF GRAND PRAIRIE, TEXAS, AUTHORIZING THE CITY MANAGER TO SUBMIT A GRANT APPLICATION TO THE TEXAS DIVISION OF EMERGENCY MANAGEMENT (TDEM) HAZARD MITIGATION GRANT PROGRAM (HMGP), INITIATIVE PROJECTS, IN THE AMOUNT OF $750,000 WITH THE CITY DESIGNATING $187,500 OR MORE IN MATCHING FUNDS FOR A GENERATOR AT DORCHESTER LEVEE

 

Whereas,                       the City of Grand Prairie is a member of the National Flood Insurance Program; and

 

Whereas,                      the City has determined this project will improve the health, safety and welfare for the citizens of Grand Prairie; and

 

Whereas,                      the Federal Emergency Management Agency (FEMA) offers grants through the Texas Division of Emergency Management (TDEM) to political subdivisions of the State of Texas for the implementation of projects that will mitigate or eliminate flooding;

 

NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of GRAND PRAIRIE, Texas that:

 

Section 1.  The City Manager is authorized to submit Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program (HMGP) applications to the Texas Division of Emergency Management (TDEM) for an Initiative Project to purchase and install a generator at the Dorchester Levee in the amount of $750,000.

 

Section 2.  The City of Grand Prairie hereby agrees to provide matching funds of $187,500 (25%) or more of the cost of the Initiative Project are hereby committed as local matching funds and the grant(s) received will only be used for the purpose of implementing the FEMA funded project.
