Analysis
Holt Cat will offer scheduled maintenance for the Water Utilities Department’s generators located at various water well sites and wastewater lift stations throughout the city. In the event of a power failure, these generators are used to run any electrical devices including pumps, chemical injections, the SCADA program, and computers necessary to support the city’s water operating and wastewater collection system. These generators will be maintained in accordance with the National Electric Code (NEC), the Life Safety Code, the National Fire Protection Association, the Joint Commission, and also in accordance with specifications by the manufacturer’s recommendations.
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including Sourcewell (Formerly NJPA).
Sourcewell (Formerly NJPA) through a comprehensive 12-step process creates national cooperative contract purchasing solutions on behalf of its member agencies which include all government, education and non-profit agencies nationwide and in Canada. These cooperative contract opportunities offer both time and money savings for their users by consolidating the efforts of numerous individually prepared solicitations to one national, cooperatively shared process. This process leverages the aggregation of volume from members nationwide.
Holt CAT through their Sourcewell Contract No. #120617-CAT offers the services the City requires. Their contract began Jan 29, 2018 and will expire Jan 29, 2022 unless otherwise extended. The contract may be extended for a fifth year at Sourcewell's discretion through Jan 29, 2023.
Financial Consideration
Funds are available in the FY 2018/2019 Water Distribution WDST (361211) for Water Well Maintenance (63045) and Wastewater Maintenance WWTR (361111) for 63060 (Lift Station Maintenance) and will be charged accordingly on orders through the end of the current fiscal year. Funding for future fiscal years will be paid from that year’s approved budgets.
