Analysis

On March 22, 2016 a contract with KSA Engineers for the reconstruction of Taxiway B on the west side of Grand Prairie Municipal airport in the amount of $71,200 was approved by Council (16-5479).  KSA Engineers was familiar with both the failure and the condition of the current facilities at Grand Prairie Municipal Airport.

Taxiway B extends from the main runway to Airbus Helicopters, Inc. located on the west side of the airport.  Airbus Helicopters, Inc. operates under an FAA approved Through-the-Fence agreement.  The taxiway runs above and across a corrugated steel drainage pipe.  The subgrade and surrounding area had begun to fail due to erosion. KSA Engineers were asked to study how to accomplish repairs and study ways to prevent future failures in the area.  At this time, they have completed the study, design and prepared bid documents.  Currently, Change Order/Amendment No. 1 is on the 4/4/17 agenda (17-6600) for approval that will include design services to prepare a construction package that will include the channel improvements from the drainage study recommendations and the TW 'B" Culvert Replacement; construction administration; construction materials testing, resident project representative; and project closeout services.

The results of the North Side drainage study (Project #1) was completed and submitted to the City of Grand Prairie on February 3, 2017.  The study report provided a very comprehensive drainage analysis of the existing drainage systems on the north end of the airport.  Based on City and Airport reviews, it was concluded that a minimum improvement option would be considered for consideration for future drainage improvements.  This minimum improvement option would repair existing channel erosion problems and improve the airport's ability to maintain the channel in a safer condition. The study estimate of probable construction costs for this minimal improvement option is approximately $270,000.

TW'B' culvert replacement (Project #2) allowed for the completion of the final construction plans to the submitted to the City of Grand Prairie on January 31, 2017.  This project provided for the replacement of existing deteriorated pipe culverts under TW'B' and provided increased drainage capacities at the Grand Prairie Municipal Airport.  The final opinion of probable construction costs for this improvement project is approximately $185,000.  Upon approval by all Committees, one more final review of the plans by City Staff will be done prior to advertising for bids.

At a project review meeting on March 8, 2017, City and Airport staff agreed to combine these two projects into one construction project package and try to get this project approved, bid and under construction by this summer.  The intent is to utilize existing and available insurance payments the airport has received for drainage damage and the $300,000 NPE funds from TxDOT Aviation Division.

Total estimated construction cost for both projects would be approximately, $450,000. With the $300,000 from TxDOT, the City's portion would be $150,000.

No action will be required at this time and will be brought back for council action.

Financial Consideration

At the current time, no funding is required for this committee agenda item. The construction contract will be presented to Council for approval after the bidding process is completed. While Staff fully intends on leveraging NPE funds from TxDOT Aviation Division  and existing and available insurance payments, any remaining funds are available in the unobligated fund balance of Airport Capital Projects Fund (505292) if necessary.
