Analysis
The Section 8 Program was enacted as part of the Housing and Community Development Act of 1974. The Department of Housing and Urban Development (HUD) requires all agencies who administer a Section 8 Program to adopt an operating budget prior to the beginning of their designated fiscal year.
The 2017 Housing Administration and Housing Choice Voucher Assistance Payments (HAP) calendar-year budgets (Exhibit A) are twelve-month budgets, beginning January, 2017 and ending December, 2017. These budgets consists of Program Administrative fees and HAP. These budgets are submitted to HUD for revenue appropriations in January of each year. This exhibit also includes the Housing Relief Fund which is utilized for one-time purchases of housing-related items and projects.
The 2016-2017 Housing Administration and Section 8 fiscal-year budgets (Exhibit B) are twelve-month fiscal year budgets, beginning October 1, 2016 and ending September 30, 2017. These fiscal year budgets are required for external reporting purposes, such as the City's annual CAFR and HUD's REAC reporting system.
Financial Consideration
The Housing Administration Fund (3001) and the Housing Choice Voucher Section 8 Fund (3002) are funded solely with grant proceeds from HUD. No City match is required.

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS, TO APPROVE AND ADOPT THE HOUSING ADMINISTRATION (3001) AND HOUSING CHOICE VOUCHER (SECTION 8) OPERATING FUND (3002) BUDGETS FOR CALENDAR YEAR 2017 AND FISCAL YEAR 2016-2017; AND ALLOCATING THE HOUSING RELIEF FUND FOR FY 2016-2017.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. That the City Council of the City of Grand Prairie approves the Housing Administration (3001) and Housing Choice Voucher (Section 8) Operating Fund (3002) budgets, as delineated in the attached budgets hereto (Exhibits A & B); and incorporates the same as if it were written herein; and allocates the Housing Relief Fund for fiscal year 2016-2017 for one-time purchases of housing-related items and projects.
