Analysis
This contract provides for professional engineering and surveying services for the design of the following improvements:
• Reconstruction of approximately 5800 linear feet of Seeton road from its current two-lane asphalt section to a 3-lane 37’-wide curbed concrete section with concrete sidewalks along improved areas.
• Re-alignment of approximately 900 linear feet of Seeton road paving to flatten an existing sharp 90° curve.
• Approximately 1,200 linear feet of 12” Waterline along Seeton Road adjacent to the Lansford tract to complete the waterline loop to provide better supply and circulation.
• Internal drainage improvements along the proposed roadway
• Replacement of existing multi-box culvert crossing at Taaffe Creek as per the master drainage study which will result in the roadway being removed from the 100-year floodplain.
This proposed engineering contract will provide a construction sequence consisting of three (3) phases as follows:
Phase 1a: Addition of an extra lane with intersection improvements from Grand Peninsula Blvd. to East Seeton/Miraflores Road.
Phase 1 b: Vela Drive to a Point between the Spring Creek Circle roadways. This phase will include the reconstruction of multi-barrel box culvert crossing at Taaffe creek. Due to safety reasones, and to expedite construction, the street will be closed for these improvements during the summer of FY 2017 while school is out.
Phase 2: from southern end of phase 1b to a point just east of Waterfront Street.
Phase 3: Waterfront Street to Day Miar Road (two way traffic access during construction).
Please note that during construction, the project will provide one-way access to the residents at all time, except for phase 1 b and Phase 3 as noted above.
Estimated Schedule
This proposed Engineering and surveying services contract will be scheduled to begin in early January 2016 with anticipated design completion in December 2016. As part of the project, the city will initate right-of-way negotiations once the roadway alignment is set and leal descriptions and exhibits are provided by the consultant. Contingent upon right-of-way negotiations and availability of funds, Phase 1a. might be constructed ahead of the remaining portion of the project in FY 2016 using the City's on-call contractor to provide better access for the future extension of Seeton Road. Complete Construction funding for this project is to be provided as part of the FY 2017 Budget consideration.
Financial Consideration
Funding in the total amount of $424,800 is available as follows:
1. $110,250 is available in Escow Street Projects Fund (4030) WO#0062 (Seeton Rd Improvments) 68560 (Eng/Con/Geo)
2. $314,550 is available in Streets Capital Projects Fund (400192) WO#01506801 (Seeton Grand Pensula/Day Miar) 68560 (Eng/Con/Geo)
