Analysis
PURPOSE OF REQUEST:
The Development Review Committee recently approved a replat of the lots previously addressed as 2305 Fort Worth Street and 2304 Doreen St on May 21, 2015. The 0.703 acre lot is currently in 2 zoning districts; General Retail (GR) and Light Industrial (LI). The property owner wishes to rezone the GR portion of the lot to LI.
ADJACENT LAND ZONING:
North - Property zoned Light Industrial (LI).
South - Property Zoned Light Industrial (LI).
East - Property zoned Single Family-Four (SF-4). The land directly to the west is currently vacant.
West - Property Zoned Light Industrial (LI). The property addressed as 2130 Doreen St is currently a legal non-conforming lot, being used as a residential home.
PROPOSED USE CHARACTERISTICS AND FUNCTION:
The applicant is proposing to change the zoning from General Retail (GR) to Light Industrial (LI). The current plans are use this land for a plumbing contractor shop. The applicant is currently under review for a Specific Use Permit for a contractor shop with outside storage. The property is located within Central Business District No. 1 (CBD 1).
The surrounding areas to the north, south, and west is zoned LI. The area zoned GR comprises of 0.356 acres and is the only portion of land in the area that is zoned GR. The area to the east is zoned SF-4. The Future Land Use Map show this area appropriate for light industrial uses and a zone change would be in conformance with the comprehensive plan.
With the requested zone change, uses as defined in Article 4 - "Permissible Uses" of the Unified Development Code and listed under Light Industrial (LI) would be allowed by right. Some uses may require the approval of a Specific Use Permit, such as automotive repair shops. CBD 1 has some prohibited uses, such as outside storage. Uses allowed by right include retail, office, warehousing, general automotive services, and manufacturing.
CONFORMANCE WITH COMPREHENSIVE PLAN:
The November 2010 Future Land Use Map (FLUM) shows this area appropriate for Light Industrial Uses. This request is consistent with the FLUM and would be in conformance with the comprehensive plan.
RECOMMENDATION:
Having heard no protest from neighboring properties, the Development Review Committee is recommending approval of the requested zoning change.
