Analysis
Illuminated street name signs improve sign visibility and legibility at all distances and in all conditions, reducing the attention required to find street names and giving drivers more time to plan their actions at intersections. These benefits are especially valuable at wide, high-volume intersections and in entertainment areas with a large proportion of visiting drivers. Illuminated street name signs improve night road safety, appearance, and are highly noticeable improvement to road infrastructure that is popular with the public.
Staff recommends installation of Illuminated street name signs along Beltline Road from Tarrant Road to Wildlife Pkwy in the Entertainment District. Consolidated Traffic Controls' illuminated street name signs meet the Texas Manual of Uniform Traffic Control Devices (TMUTCD) requirements, and are available through an HGAC cooperative purchasing agreement including the installation of the signs, which meets the requirements for the competitive bidding process.
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including HGAC.
The HGAC primarily offers products that are utilized in Public Safety, Public Works, and Communications, in addition to professional consulting, personnel and financing services. Consolidated Traffic Controls through their national contract PE05-17 offers Illuminated Street Name Signs.
The national contract contract began May 1, 2017 and will expire April 30, 2019.
Financial Consideration
Funding for the purchase of twenty eight (28) Illuminated Street Name Signs in the amount of $90,168 is available by approving an ordinance transferring and appropriating $90,128 from the unobligated fund balance in the Redlight Safety Fund (3104) account 280490-68210 (Street Signs).

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS, AMENDING THE FY 2017/2018 REDLIGHT SAFETY FUND BY TRANSFERRING AND APPROPRIATING $90,168 FROM THE UNOBLIGATED FUND BALANCE IN THE REDLIGHT SAFETY FUND (3104) ACCOUNT 280490-68210
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. THAT THE FY 2017/2018 Redlight Safety Fund (3104) be amended by transferring and appropriating $90,168 from the unobligated fund balance to 280490-68210.
