Analysis
On Tuesday, January 15, 2013, the City of Grand Prairie opened bids for the Cedar Creek Culvert Improvements project. The low bidder for this project was Humphrey & Morton Construction Company, Inc. with a base bid of $571,993.70 and an added alternate bid of $621,640.30. The base bid for this project allowed for the complete removal of the existing four 8-foot by 4-foot reinforced concrete box culverts along Prairie Drive at the intersection of Cedar Creek and the installation of four 8-foot by 5-foot reinforced concrete box culverts. The base bid also allowed for a removal of a portion of the existing culvert structure to include height adjustment of the existing four reinforced concrete box culverts along Robinson Road at the intersection of Cedar Creek, from 9-foot by 5-foot, to a new height of 9-feet by 8-feet. The base bid allows for the complete pavement removal and replacement at both intersections. This pavement removal and replacement will not change the elevation of the road surface at either location. Finally, the base bid allows for the relocation of an existing 12-inch water main running adjacent to Robinson Road at the intersection of Cedar Creek in order to avoid a conflict with the 12-inch water main and the raising of the reinforced concrete box culverts at this intersection.
The added alternate for this project provides for the same items under the base bid with the exception of the complete removal of the four existing 9-foot by 5-foot reinforced concrete box culverts at Robinson Road at Cedar Creek and replacing them with four 9-foot by 8-foot reinforced concrete box culverts.
Staff recommends awarding the added alternate bid in the amount of $621,641.30 and 240 calendar days.
Proposed construction of this project will be scheduled to begin in the third week of February 2013 with completion during the third week of October 2013.
