Analysis

On October 17, 2017 the City Council approved an architectural design contract with Rouch Architects (17-7264) for design of renovations and additions to the current City Hall and Development Center in the amount of $1,788,245 along with a 5% contingency in the amount of $89,412 for a total of $1,877,657.

With the phase two design process soon to reach a point of needing important cost estimation and constructability review, an RFP #19098 solicitation was advertised by the City in accordance with State law with respondents to the RFP required to submit their proposals no later than 05/14/2019.  Six (6) Construction Managers responded to the RFP.  The selection committee reviewed all of the proposals and ultimately determined based on the cumulative scoring criteria of all reviewers that Hill & Wilkinson General Contractors clearly stood out above all others.  For this reason, interviews were not conducted. Based on its grade, which was the highest, Hill & Wilkinson was determined to be the best value based on the published selection criteria.  Staff began to negotiate with Hill & Wilkinson on the terms of the potential contract and were able to reduce construction services and general conditions. The initial cost differential between H&W and the lowest initial price submission (Modern Contractors) was $94,832.  Based on negotiations with H&W, their fee reduced just over $25,000 for a revised cost differential of $69,783.  In addition, it was noted the two lower priced submissions (Modern Contractors and Key Construction) represented less staffing dedicated to the project.  Key Construction proposed a Project Manager for 25% allocation and Modern Contractors a Project Manager for 30% allocation.  The H&W proposal provides a Project Manager for 50% of their time which will equate to added value.  With H&W serving as CMAR for the current phase 1 work, and having already gone through much of the learning curve associated with the civic campus, the City of Grand Prairie will see additional value associated with this. For the above reasons, the selection committee recommends Hill & Wilkinson General Contractors for the phase two pre-construction CMAR contract award.

The Construction Manager at Risk pre-construction services involves development of conceptual project estimates, preliminary construction schedule, value engineering considerations and constructability review during the Design Phase.

Pending determination of a final project construction cost within the planned overall budget, a subsequent contract award shall be comprised of Hill & Wilkinson field and office staff ($129,500), General Conditions ($120,463) and construction services fee based on a 2.75% fee applied to the construction cost.  A guaranteed maximum price (GMP) will ultimately be confirmed and brought before City Council for final overall project cost award and approval.

Should City Council approve Hill & Wilkinson General Contractors for CMAR contract award as recommended, City staff will begin working with Hill & Wilkinson and Rouch Architects on finalizing design and begin the process of obtaining CMAR bids from Subcontractors. Once available, the final GMP will then be presented to City Council for consideration and approval as an amendment to the initial contract.

This item was taken to the Finance and Government Committee on June 4, 2019 for their review and recommendation for approval.
