Analysis
The original agreement approved by the Grand Prairie City Council on January 24, 2017 for the total project cost of $300,000 provided Dallas County paying for half of the preliminary design not to exceed $150,000 for replacement of the existing Rock Island Road Bridge at Bear Creek from the existing two lanes to a proposed four lane divided bridge design. The City and County are considering the options of building the full four lane bridge or a two lane bridge from the full design that will allow taking the existing bridge out of service with the remainder of the bridge being constructed at a later date. Upon taking the existing bridge out of service the City will annex that remaining portion of Rock Island Road including the bridge. As per the agreement, the City of Grand Prairie is the lead for the Rock Island Road Bridge project with Dallas County for the preliminary design work, with the City of Grand Prairie being reimbursed by Dallas County for their share.
On February 6, 2018 a professional contract for engineering services was awarded to Kimley Horn and Associates by the City of Grand Prairie (18-7578) in the amount of $293,500. This original scope was based on a baseline hydraulic model being provided to begin the hydraulic analysis. The scope was also based on analyzing the 100-year storm event for the hydraulic analysis. Kimley Horn determined that the limits of the 2016 Preliminary model did not include the Rock Island Road bridge. Through two coordination meetings, it was decided that Kimley Horn would develop a baseline model by combining the 2016 Preliminary model and the 2017 Current Effective model. Analysis of the 500-year storm event was also brought up during the coordination meetings as a requirement for Dallas County Flood Control District No. 1 and the City of Irving. Because of these additional items, the scope of services includes additional engineering analysis and coordination to create a baseline hydraulic model and determine the impacts of the 500-year storm event. The additional $50,000 request is to fund this additional work.
The current amendment/change order 1 to the Interlocal funding agreement with Dallas County in the additional cost of $50,000 (Split by the City and Dallas County) is for a revised total amount of $350,000 ($175,000 for the City of Grand Prairie and $175,000 from Dallas County) will fund the additional professional work required for the preliminary design.
Financial Consideration
No funding is requested with this resolution. Consultant contract amendment/change order No. 1 with Kimley-Horn Associates on the December 11, 2018 agenda as item 18-8474 addresses the funding.

A RESOLUTION OF THE CITY OF GRAND PRAIRIE, TEXAS, AUTHORIZING THE CITY MANAGER TO INTER INTO A PROJECT SPECIFIC FUNDING AGREEMENT AMENDMENT 1 WITH DALLAS COUNTY FOR ROCK ISLAND ROAD BRIDGE, MCIP 40812 AT BEAR CREEK IN THE CITY OF GRAND PRAIRIE, TEXAS
Whereas, the City of Grand Prairie is designated as the LEAD AGENCY for the project and will provide the Project Manager; and
Whereas, Chapter 791 of the Texas Government Code and Texas Transportation Code Section 472.001 provides authorization for local governments to contract with each other for the performance of governmental functions and services, as well as joint funding of road construction or improvements of road and street projects; and
Whereas, Grand Prairie will be responsible for $50,000 of the additional amount required for the preliminary design costs. Dallas County will participate in half of the $50,000 fee; for a revised total amount of $350,000 ($175,000 for the City of Grand Prairie and $175,000 from Dallas County) and
WHEREAS, By approval of this resolution, Grand Prairie will be responsible for an additional $50,000 for preliminary design of Rock Island Road Bridge, MCIP 40812 at Bear Creek in the City of Grand Prairie for a revised total amount of $350,000 ($175,000 for the City of Grand Prairie and $175,000 from Dallas County).
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of GRAND PRAIRIE, Texas that:
Section 1. The City Manager or his designee is hereby authorized to enter into an amendment 1 to the agreement with Dallas County for preliminary design only of the Rock Island Road Bridge, MCIP 40812 at Bear Creek in the City of Grand Prairie.
