Analysis
The City of Grand Prairie is home to several venues that consistently host large crowds and area events. The City also supports an infrastructure that could be attractive targets for terrorism or other criminal activity. The Police Department recognizes the need to conduct remote video surveillance of these City venues and other local infrastructure in order to prevent critical incidents and to gather needed intelligence for investigative purposes. The use of a portable surveillance unit has been identified as a progressive strategy to accomplish these tasks without the use of additional personnel and resources that could be deployed elsewhere.
The City’s Office of Emergency Management was awarded a 2014 Urban Area Security Initiative (UASI) Grant, which called for expenditures on law enforcement projects. This equipment purchase falls within the specifications of the grant funding.
In accordance with City policy, Notice of Bid #15130 was viewed by 3 vendors, none of which were local companies. Only one (1) of these vendors, Wanco Security and Surveillance met the specifications in the bid process. (See Attachment A) The Wanco WCT-BS-0000-6A - Portable Diesel Surveillance Trailer purchased in the amount of $59,999.00 will serve as an additional tool for accomplishing the Department’s goal of maintaining a safe environment in the City.
The Public Safety, Health and Environmental Committee reviewed this item on October 12, 2015 and recommended that it be forwarded to the City Council for approval.
The Finance and Government Committee reviewed this item on October 13, 2015 and recommended that it be forwarded to the City Council for approval.
Financial Consideration
This purchase is grant funded, from the 2014 Urban Area Security Initiative (UASI) grant. Funds are available in grant fund 300591 activity 63515014 (2014 UASI) 68360 (Other Equipment).
