Analysis
The Transportation Department is working diligently towards the implementation of a Quiet Zone along the Union Pacific Railroad (UPRR) mainline at 113th street which would allow this crossing to be designated as a quiet zone. This agreement is intended to authorize and agree to reimburse the Union Pacific Railroad for its expenses and actual costs of installation of automatic crossing warning lights and gates on 113th Street at Union Pacific rail crossing.
City has installed decorative medians at this location as an additional safety measures for quiet zone and will issue Notice of Establishment (NOE) to modify an existing 24-hour Quiet Zone to include 113th street crossing upon installation of automatic crossing warning lights and gates by Union Pacific Railroad.
Financial Consideration
Funding for the agreement with Union Pacific Railroad Company for installation of automatic crossing warning lights and gates on 113th Street at Union Pacific rail crossing in the amount of $213,882 and $1,939 for in house inspection for a total project cost of $215,821 is available in the Street Capital Projects Fund (400192), WO #01406703 (QZ for Hidden Creek Neighborhood).

A RESOLUTION OF THE CITY OF GRAND PRAIRIE, TEXAS, AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH UNION PACIFIC RAILROAD COMPANY FOR INSTALLATION OF AUTOMATIC CROSSING WARNING LIGHTS AND GATES ON 113TH STREET AT UNION PACIFIC RAIL CROSSING IN THE AMOUNT OF $213,882
Whereas, the City of Grand Prairie utilizes the Railroad's property for the existing 113th Street at-grade public road crossing, DOT No. 848-987E, at Railroad's Mile Post 4.33 on its Great Southwest North Industrial Lead; and,
Whereas, the City of Grand Prairie now desires to undertake as it's project the installation of new automatic crossing warning devices within the existing Roadway; and,
Whereas, the improvements by the Railroad at 113th Street will allow the implementation of a Quiet Zone at the rail road crossing; and,
Whereas, the Railroad and the City of Grand Prairie are entering into this agreement to cover the above.
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of GRAND PRAIRIE, Texas that:
Section 1. The City Manager is authorized to enter into an agreement with Union Pacific Railroad Company for installation of automatic crossing warning lights and gates on 113th Street at Union Pacific rail crossing in the amount of $213,882.
