Analysis
We experienced severe flooding during the thunderstorms from May 4 - June 22, 2015 at Lake Ridge and Lynn Creek lift stations, which include: The Oasis Lift Station, Picnic Lift Station, Pavilion Lift Station, Beach Lift Station, Far East Lift Station, and Dog House Lift Station - causing severe damage to the SCADA panels, pump control panels, pumps, motors and various electrical wires.
Due to the critical nature of the emergency, we requested and were approved to waive the normal bidding procedures and to awarded contracts to the following vendors:
George-McKenna Electrical Contractors in the amount of $108,814.00 for a CPX9000 VFD unit replacement for Lake Ridge Lift Station and Electrical Service Replacement at the Lynn Creek Lift Stations these services were all requested by requisition through the City purchase order system (PO 169057) on August 6, 2015.
Odessa Pumps & Equipment in the amount of $200,259.36 for: 2 Hydromatic pumps M/N HPGF750M3-4 for Oasis Lift Station, 2 Hydromatic pumps M/N HPGF300M3-4 for Picnic Lift Station, 2 Hydromatic pumps M/N HPGX200M3-4 for Pavillion Lift Station, 2 Hydromatic pumps M/N HPGF300M3-4 for Beach Lift Station, 2 Hydromatic pumps M/N HPGF300M3-4 for East Beach Lift Station and 2 Baldor 7.5HP/1800rpm pumps for Dog House Lift station were all ordered by requisition through the City purchase order system (PO 169055) on August 6, 2015.
Prime Controls, LP in the amount of $249,825.54 for the Lift Station SCADA Rehab Project for the Lynn Creek Lift Stations, which includes 6 fully assembled SCADA packs RTU cabinet with stainless steel enclosures, 6 FGR2900 Freewave 900MHz Radios, 1 (lot) Associated RF Equipment, 6 Siemens Radar Level Transmitters, 6 Omni Directional Antennas, 6 UPS and NEMA 4X Stainless Enclosures, 1 (lot) Analog Input Surge Devices, 12 Float Switches were all ordered by requisition through the City purchase order system (PO 169056) on August 6, 2015.
Xylem Water Solutions USA, Inc. in the amount of $438,668.56 for a NT-3312.845 385 HP PUMP 2 FLYGT Model NT-3312.845 and 85HP PUMP for Lake Ridge Lift Station. On July 14, 2015, Council approved a purchase of two pumps for Lake Ridge Lift Station for temporary use; these pumps which we purchased allowed us to keep the lift station in service while the repairs were completed. The pumps are to replace the damaged and temporary pumps that were being used; purchased by requisition through the City purchase order system (PO 169059) on August 6, 2015.
The repairs are necessary for the health and safety of the citizens of City of Grand Prairie.
Equipment on the purchase order was approved as an Emergency procurement, resulting from “MAY, 2015 FLOODING DISASTER”, pursuant to Local Government Code Chapter 252.022, Subsection (a), Items (1) a procurement made because of public calamity that requires the immediate appropriation of money to relieve the necessity of the municipality's residents or to preserve the property of the municipality; (2) a procurement necessary to preserve or protect the public health or safety of the municipality's residents; and (3) a procurement necessary because of unforeseen damage to public machinery, equipment, or other property; per Department justification.
Financial Consideration
Funding for the ratification for the emergency repairs at Lake Ridge and Lynn Creek lift stations were charged to an account set up to track disaster cost with a future reimbursement from several possible funding sources, which could include the Federal Government, the State and Texas Municipal League, 341192 (2015 Flooding Event) 61485 (Miscellaneous Services).
