Analysis
The collection of patient demographics, condition and treatment is a necessity not only for the care of the patient but also for filing claims with various governmental agencies, commercial carriers and private payers. The City purchased the EMS Billing system November 2013 from JefBar Software Services at a total cost of $20,500. ESO Solutions Inc. acquired JefBar's billing software within the last year and has integrated their field data collections system to integrate the process of moving the completed records from the field data collections into the billing system. This is a proprietary process that automatically imports the data as well as associated documentation that may be attached to the records, ie defibrillator strip, scanned identification and insurance cards and other relative documents.
Annual cost for the field data collections is $19,195 and the support of the City's owned billing software is $2,500 annually for a total of $21,695 annually for both of these softwares.
ESO Solutions Inc., recently announced the acquisition of Firehouse Software, the system the Fire Department currently using for fire operations.
Financial Consideration
Funding for a price agreement contract for an EMS field data collections and EMS Billing software from sole-source vendor ESO Solutions Inc., of Austin, TX at a cost of $21,695 is available in FY 2017/2018 General Fund Budget - Information Technology Administration (151010) software leasing (63165). Funding for future fiscal years will be paid from that year's approved budgets.
