Analysis
Espey Consultants is the firm that master planned the City's wastewater system and as such has a hydraulic model of the system and is in the best position to perform necessary support services for the Clean Water State Revolving Fund (CWSRF) wastewater rehabilitation project. This firm was also instrumental in working with the Texas Water Development board to secure this 15% principal forgiveness and interest subsidized loan.
Construction phase services include: 1) preconstruction conference coordination 2) submittal reviews for schedule of values, project schedule, construction materials 3) upstream and downstream details 4) pre and post construction closed circuit television review 5) site visits 6) verification of Texas Water Development Board requirements and 7) various others duties as requested for the construction phase.
This proposed contract was presented to the Finance and Government Committee on October 11, 2016.
Financial Consideration
Award of this contract will require an appropriation of $71,800 plus a 5% contingency of $3,590 for a total of $75,390 which is available by appropriating and transferring from the unobligated fund balance of Wastewater Capital Projects Fund (500692) to Grant (500892) 42513028 (CWSRF Wastewater Support) 68560 (Eng/Consult/GeoTech).

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. THAT THE FY 2016/2017 Capital Improvement Projects Budget be amended by transferring and appropriating $75,390 from the unobligated fund balance in the Wastewater Capital Projects Fund (500692) to Grant (500892) 42513028 (CWSRF Wastewater Support) 68560 (Eng/Consult/GeoTech).
