Analysis
The existing wood truss and deck entrance canopy at the Veterans Event Center had deteriorated and was removed. Staff evaluated a series of designs and determined that a pre-engineered canopy would be the most feasible and economical approach to replacement.
Insite Amenties has provided a Buyboard price quote for provision and delivery of the pre-engineered metal truss system and roofing materials in the amount of $50,498.50. Falkenberg Construction provided a TXMAS price quote of $63,587.37 for demolition and construction of the new canopy. To insure foundation and peers are appropriately designed, staff requests $3,500 for geotechnical study.
Chapter 791 of the Texas Government code, also known as the Interlocal Cooperation Contracts Act, authorizes all local governments to contract with each other to perform governmental functions of services including administrative functions normally associated with the operations of government such as purchasing of necessary equipment supplies and services. The City of Grand Prairie does not need to competitively bid items purchased through such agreements as they have already been bid by the sponsoring entity of agency. The City of Grand Prairie has master interlocal cooperative agreements with various entities including BuyBoard.
Financial Consideration
Funding for a Contract with Falkenberg Construction in the amount of $63,587.37, through TXMAS Cooperative Agreement; contract with Insite Amenities in the amount of $50,498.50 through BuyBoard ; include $3,500 for geotechnical study and approve a 5% contingency in the amount of $5,880, for construction of the canopy awning at the Veterans Event Center. for a total project cost of $123,466 is available by approving an ordinance transferring and appropriating from the unobligated fund balance in the Park Capital Projects Fund (317193) to WO #01715503 (Veterans Event Center).

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. THAT the FY 2016/2017 Capital Improvement Projects Budget be amended by transferring and appropriating $123,466 from the unobligated fund balance in the Park Capital Projects Fund (317193) to WO #01715503 (Veterans Event Center).
