Analysis
We are requesting approval to purchase two (2) 2017 Chevrolet Silverado crew cab pickups for Housing & Neighborhood Services. These vehicles will add to the fleet due to additional staffing positions approved by the City Council on June 20, 2017.
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master interlocal cooperative agreements with various entities including BuyBoard.
The BuyBoard is able to save money by pooling the impressive purchasing power of their members, which include hundreds of school districts, municipalities, counties, other local governments, and nonprofits across Texas. They use the power of numbers as leverage to get better prices with the same vendors we use now. The vehicles will be purchased directly from Caldwell Country Chevrolet through their Buy Board contract #521-16, which has been valid since December 1, 2016, and will expire November 30, 2019, with no renewal extensions. A quote from Caldwell Country Chevrolet is attached as Exhibit A.
Financial Consideration
Funding is available by appropriating $52,860 in unobligated fund balance in the Section 8 Housing Administrative Fund (300192) to 68650 (Vehicles).

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS, amending the Section 8 administrative budget by appropriating $52,860 and transferring same from the unobligated fund balance in the Section 8 Housing Administrative fund (300192) to 68650 (vehicles) for the purchase of two (2) 2017 Chevrolet Silverado crew cab pickups through an Interlocal Agreement with BuyBoard
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. THAT THE Section 8 Housing Administrative Fund (300192) be amended by appropriating and transferring $52,860 from the unobligated fund balance in the Section 8 Housing Administrative Fund (300192) to 68650 (vehicles) for the purchase of two (2) 2017 Chevrolet Silverado Crew Cab Pickups based on the pricing worksheet provided by Caldwell Country, attached hereto as Exhibit A.
