Analysis

The City Charter requires that a candidate must receive a majority of votes cast to be elected to office.  At the May 4, 2019 election, no candidate received a majority of votes for the office of Council Member, District 4.

 

Candidates for Council Member District 4 received the following votes:

 

John Lopez received 446 votes

Joe H. Tarrant, Jr. received 161 votes

Richard J. Fregoe received 455 votes

 

Financial Consideration

The cost of the runoff election has not yet been determined.

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS, CALLING THE JUNE 8, 2019 RUNOFF IN COUNCIL MEMBER DISTRICT FOUR AND NOTICE OF SPECIAL RUNOFF ELECTION ON JUNE 8, 2019

 

WHEREAS,                       the City Charter requires that candidates for office receive a majority of the total votes cast for that office; and

 

WHEREAS,   there were three candidates for the office of Council Member District Four and the vote was as follows:

 

                                          John Lopez                                          446 votes

                                          Joe H. Tarrant, Jr.                      161 votes

                                          Richard J. Fregoe                     455 votes

 

WHEREAS,                     no candidate received a majority of the total votes cast (1,062); and

 

WHEREAS,   the City Charter provides that a runoff election be called and the top two vote-getters shall be placed on the ballot in that runoff;

 

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:

 

SECTION 1.  That the names of Richard J. Fregoe and John Lopez will be placed on the June 8, 2019 Runoff Election ballot; and

 

SECTION 2.  That the runoff election will be held on Saturday, June 8, 2019 between the hours of 7:00 a.m. and 7:00 p.m. for the purpose of electing Council Member, District 4, for a three-year term; and

 

SECTION 3.  That early voting by personal appearance shall be conducted by the Dallas County Elections Department and the Tarrant County Elections Department in accordance with the provisions of the signed agreement with each entity;

Early voting locations will be provided within the City of Grand Prairie for Dallas County and Tarrant County at the following locations:

 

                                          Betty Warmack Library (Dallas County voters only)

                                          760 Bardin Road

 

                                          Asia Times Square (Tarrant County voters only)

                                          2615 W. Pioneer Parkway

 

Dates and times of early voting shall be:
