Analysis
The current state of the 400-foot tower that is located at the Grand Prairie Service Center is at risk due to anchors being located in the wetlands area. This has caused serious corrosion to the three of the anchors, which tower professionals and Motorola deemed unsafe to climb. We have since remediated three of the anchors which is a temporary fix so we can climb the tower and we had to remediate in order to remove the tower in the future.
This multi-phase scope of work from Motorola Solutions will relocate the 400-foot radio tower and shelter that is located at the City of Grand Prairie Service Center location to the fire station three area (see attached map). The $2,074,373.44 amount would provide funding for site work, a new 375-foot self-supporting tower, and a new shelter at the fire station 3 location.
This request dismantles the existing failing tower and reduces the maintenance cost associated with a guy-wire tower that we currently have the service center location. In addition, we would we reducing our risk of future failure and flooding by moving this location from the wetlands location near the Service Center to higher elevation near fire station 3.
City Staff is also requesting the transfer and appropriation of an additional $300,000.00 to be used in procurement of additional fiber, equipment, installation, and/or any additional expenses that are not included under Motorola's HGAC contract but are required to fully complete this project. These procurements, which are unknown at this time, will be subject to all applicable State and Local laws and require further City Council approval if any procurement is over $50,000.
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including HGAC.
The HGAC primarily offers products that are utilized in Public Safety, Public Works, and Communications, in addition to professional consulting, personnel and financing services. A wide variety of capital equipment is under contract, and through a unique feature of HGACBuy it can be customized through the use of published and unpublished options to fit your specifications and requirements.
Motorola Solutions, Inc.'s HGAC contract RA05-15 began May 1, 2015 and will expire April 30, 2018.
Financial Consideration
Funding for the contract with Motorola to replace the radio tower in the amount of $2,074,374, 5% contingency of $103,719, and $300,000 to cover additional fiber, equipment, installation and any additional expenses, for a total cost of $2,478,093 is available by approving an ordinance transferring and appropriating from the unobligated fund balance in the Municipal Facilities Capital Projects Fund (405090), to WO #01715303 (Radio Tower) and $172,971 from the unobligated fund balance in the Capital Reserve Fund (402590) to the Municipal Facilities Capital Projects Fund (405090), to WO #01715303 (Radio Tower).
A Reimbursement Resolution is required in order to repay the above funds. The radio tower is part of the FY18 Capital Improvement Projects Proposed Budget but due to the failing condition of the tower it is staff's recommendation to proceed as quickly as possible.

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. THAT THE FY 2016/2017 Capital Improvement Projects Budget be amended by transferring and appropriating from the unobligated fund balance $2,305,121 in the Municipal Facilities Capital Projects Fund (405090), to WO #01715303 (Radio Tower) and $172,972 from the unobligated fund balance in the Capital Reserve Fund (402590) to the Municipal Facilities Capital Projects Fund (405090), to WO #01715303 (Radio Tower).
SECTION 2. THAT a Reimbursement Resolution is required in order to repay the above funds. The radio tower is part of the FY18 Capital Improvement Projects Proposed Budget but due to the failing condition of the tower it is staff's recommendation to proceed as quickly as possible.
