Analysis
The approved Capital Outlay Budget for FY 2017 includes $60,000 for the purchase of a Generator as an improvement.
The purchase of the backup towable generator will provide a temporary uninterruptable power supply (UPS) to the 14 lift stations located throughout the City of Grand Prairie. During extreme weather events, brownouts, power outages that interrupt the power supply to the lift stations, Generator 125-149 KVA will provide temporary power supply to the lift stations.
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including TXMAS.
The Texas Procurement and Support Services (TPASS) has established, as an alternative purchasing method, the use of Texas Multiple Award Schedule (TXMAS) contracts that have been developed from contracts awarded by the federal government or any other governmental entity of any state.
United Rentals, through the TXMAS Hardware Superstore, Heavy Vehicle Equipment contract (TXMAS-7-51V080), offers the generator needed.
The TXMAS contract (TXMAS-7-51V080) was effective as of July 5, 2007 and expires July 31, 2020.
Financial Consideration
Funding for the purchase of a generator from United Rentals in the amount of $59,633.00 is available in FY 2016/2017 Water WasteWater Operating Fund (361111) Other Equipment (68360) and will be charged accordingly.
