Analysis

Staff has been working with CenterEdge since January 2016 to provide information on modules required for effective use in the recreation environment.  The CenterEdge software platform will be used in both EPIC and EPIC Waters.  Additionally, in January 2017, The Summit went live with the use of CenterEdge Software in daily operations.   Phase 2 of the CenterEdge software platform will bring four additional locations which include Charley Taylor, Tony Shotwell, Dalworth and Kirby Creek .   Phase 2 software licensing and hardware will require an additional $94,510 to complete.  Phase 2 has an expected go live date on or before March 31, 2017.  At this time Phase 3 will include Ruthe Jackson, Uptown Theatre, Special Events and Lake Operations.

Staff recommends a 5% contingency in the amount of $4,726.

CenterEdge Software is not an open source software product and all product development is initiated and directed by CenterEdge; CenterEdge class modules are not integrated with any third party provider and will only work with CenterEdge Software.  To that end, CenterEdge Software is a sole source vendor for this consolidated venue project.  Local government code 252.022 allows for an exemption from the competitive bid process when the item is available from only one source.

This item was presented to the Finance & Government Committee on January 10, 2017;  Finance & Government Chairman Swafford stated not hearing any objection, will move this item to City Council with the committee's recommendation.

Funding to execute Licensing and Sales Agreement(s) with Pathfinder Software, LLC, dba CenterEdge Software for use in recreation venues for $94,510, a 5% contingency in the amount of  $4,726, for a total project cost of $99,236.

is available by approving an ordinance transferring and appropriating from the unobligated fund balance in the Parks Capital Projects Fund (317193), to WO #01613103 (CenterEdge Software - Venues).

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS, AMENDING THE FY 2016/2017 CAPITAL IMPROVEMENT PROJECTS BUDGET BY TRANSFERRING AND APPROPRIATING $99,236 FROM THE UNOBLIGATED FUND BALANCE IN THE PARKS CAPITAL PROJECTS FUND (317193)  TO WO #01613103 (CENTEREDGE SOFTWARE - VENUES)

 

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:

 

SECTION 1.  That the FY 2017/2017 Capital Improvement Projects Budget be amended by transferring and appropriating $99,236 from the unobligated fund balance in the Parks Capital Projects Budget (317193) WO #01613103(CenterEdge Software - Venues).
