Analysis

The seven (7) SolarTech Silent Messenger boards will replace existing message boards in the fleet according to the city replacement schedule. The purchase of the trailers was included in the FY 2015/2016 Approved Operating Budgets. Seven (7) will replace various trailers ranging from build year 2002-2008 at a total combined  cost of $121,841.79 to replace all equipment.

 

Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization in lieu of competitively bidding.  The City of Grand Prairie has master inter-local cooperative agreements with various entities including GSA.

 

The Disaster Recovery Program authorizes state and local governments to purchase for ANY GSA Schedule to facilitate recovery from a major disaster event.  The program also allows for advanced purchasing in preparation of a potential event.  This means that if the state or local government organization determines that the purchase would be made to facilitate recovery from a disaster event that may or may not occur, then you can make the purchase under the authority of the program.  This is a unilateral decision that the state/local entity makes on their on - not GSA or the contractor.

 

The portable Silent Messenger from Solar Technology, Inc. are on GSA Schedule 078, which began August 15, 2009 and will expire August 14, 2019.

 

This order is placed under GSA Schedule number "GS-07F-5946P" under the authority of the GSA Disaster Purchasing program. The products and services will be used in the preparation or response to disasters or recovery from major disaster declared by the President, or recovery from terrorism or nuclear, biological, chemical, or radiological attack.

 

Financial Consideration

Funding is available in FY 2015/2016 Risk Management Fund Budget 212010-68300 and will be charged accordingly.
