Analysis

Bid packages have been received from various suppliers and vendors for construction of permanent restrooms at Prairie Lakes Golf Course.  Two units are included in this project replacing existing portable facilities.  The unit design is a precast structure similar to a restroom unit that is located at Mountain Creek Lake Park.  The restroom buildings supplied by CXT will be awarded through a price agreement contract through NJPA. 

 

Chapter 791 of the Texas Government Code, also known as the Interlocal Cooperation Contracts Act, authorizes all local governments to contract with each other to perform governmental functions or services including administrative functions normally associated with the operations of government such as purchasing of necessary equipment, supplies and services.  The City of Grand Prairie does not need to competitively bid items purchased through such agreements as they have already been bid by the sponsoring entity of agency.  The City of Grand Prairie has master interlocal cooperative agreements with various entities.

 

Written price quotes were received for plumbing systems and the low bidder was Dulworth Septic Services. 

 

R & R Electric submitted a bid of $9,800 through the Grand Prairie Electrical Services Contract. 

 

Staff also requests $9,000 for TDLR plan review and inspection and sidewalk connections and a 5% contingency in the amount of $5,720.This request was presented and approved by the Finance and Government Committee on May 5, 2014.

 

Financial Consideration

Funding for a contract with CXT Concrete Buildings in the amount of $114, 406; contract with Dulworth Septic Services in the amount of $10,750; a contract with R & R Electric in the amount of $9,800; TDLR plan review, inspections and sidewalk connections in the amount of $9,000; and a 5% contingency in the amount of $5,720, total project cost of $149,676 for the Prairie Lakes Restroom Project is available as follows:

 

1.  $97,888 is available in the Park Capital Projects Fund (317193),  WO #01404903 (PL Modular/RR Conversion).

2.  $51,788 is available by approving an ordinance transferring and appropriating from the unobligated fund balance in the Park Capital Projects Fund (317193), to WO #01404603 (FY14 Landscape/Grounds Enhancement).

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS, AMENDING THE FY 2014/2015 CAPITAL IMPROVEMENT PROJECTS BUDGET BY TRANSFERRING AND APPROPRIATING $51,788 FROM THE UNOBLIGATED FUND BALANCE IN THE PARK CAPITAL PROJECTS FUND (317193), TO WO #01404603 (FY14 LANDSCAPE/GROUNDS ENHANCEMENT FOR THE PRAIRIE LAKES RESTROOM PROJECT)

 

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:

 

SECTION 1.  THAT THE FY 2014/2015 Capital Improvement projects Budget be amended by transferring and appropriating $51,788 from the unobligated fund balance in the Park Capital Projects Fund (317193) to WO #01404603 (FY14 Landscape/Grounds Enhancement).
