Analysis
This interlocal agreement with the TCCD and GPISD is made pursuant to the authority granted in compliance with Section 29.908 of the Texas Education Code. The City, TCCD and GPISD desire to establish a Fire Academy with a curriculum that leads to the completion of a Fire Academy and Emergency Medical Technician (EMT) courses, serving grades 11-12. Classes will be offered over three semesters and shall allow for sufficient time for students to complete the Fire Academy.
TCCD shall govern the Fire Academy in compliance with state an federal policies. TCCD and GPISD shall serve as an advisory committee to the Principal of the Fire Academy in establishing policies and developing a coherent program. Membership of the council shall include, but not be limited to, representatives from GPISD, TCCD, the City's Fire Department and/or the community members. GPISD shall consult with TCCD in the design and implementation of these courses, provide meals and transportation, assist college with grading process, manage all student case files.
GPISD will pay the City an amount equal to $70,000 for ten (10) months annual salary for the Fire Lieutenant Resource Officer . The City will provide classroom facility and training facility to the academy students, bunker gear including cleaning and maintenance, Self Contained Breathing Apparatus (SCBA) and ride outs for Grade 12 students. The Resource Officer shall be the liaison coordinating day to day activities for the Fire Academy and is expected to maintain close liaison with GPISD employees in the program. The City reserves the right to assign the Officer to any fire function in the event of an emergency.
All courses will be delivered to students at the high school, identified portions will be delivered to students at the TCCD Northwest campus and portions identified will be delivered to students at the City's Fire Department.
With the successful completion of the Fire Academy, students will be candidates for the EMT - Paramedic level certification and, upon successful completion and state testing and certification, become eligible to test and apply for the City.
