Analysis
The existing playground was constructed through a community build in 2012. Citizens have requested that swing units be added to the existing playground at Fish Creek Forest. Playworks, Inc. has submitted a proposal for providing and installing a swing system inclusive of excavation, concrete containment and fall zone materials in the amount of $36,527.95 through BuyBoard. Playworks supplied the original playground equipment for the park.
Chapter 791 of the Texas Government code, also known as the Interlocal Cooperation Contracts Act, authorizes all local governments to contract with each other to perform governmental functions or services including administrative functions normally associated with the operations of government such as purchasing of necessary equipment supplies and services. The City of Grand Prairie does not need to competitively bid items purchased through such agreements as they have already been bid by the sponsoring entity of agency. The City of Grand Prairie has master interlocal cooperative agreements with various entities including BuyBoard.
This item was presented to the Finance and Government Committee on June 6 and received recommendation for approval by the City Council.
Financial Consideration
Funding in the amount of $38,355 is available by transferring and appropriating from the unobligated fund balance of the PARKS Capital Project Fund (317193) to WO#01714703 (Fish Creek Forest Playground Improvements).

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS, AMENDING THE FY2016/2017 PARKS CAPITAL PROJECT BUDGET BY TRANSFERRING AND APPROPRIATING $38,355 FROM THE UNOBLIGATED FUND BALANCE OF THE PARK CAPITAL PROJECTS FUND (317193) TO WO #01714703 (FISH CREEK FOREST PLAYGROUND IMPROVEMENTS).
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. THAT, the FY2016/2017 PARKS Capital Project Fund be amended by transferring and appropriating $38,355 from the Unobligated Fund Balance of the PARKS Capital Projects Fund to WO #01714703) (Fish Creek Forest Playground Improvements).
