Analysis

The property owners are willing to sell and be relocated to replacement housing.  Property owners are currently searching for replacement housing.

 

In order to maintain project momentum in today’s seller’s market,  relocatees  must show ability to purchase the replacement housing  as a cash purchaser at the time the offer is made.   Therefore, the City Council must pass a resolution authorizing the total purchase price, moving expenses, relocation expenses and replacement housing costs not exceed $260,000.

 

Financial Consideration

Funding for the purchase of the property located at 328 NE 5 Street is available in the Water Capital Projects Fund (500592) WO #01509503 (Beltline). Funds will be reallocated by account category when final numbers are available.

A RESOLUTION DETERMINING THE NECESSITY FOR ACQUISITION OF A HOUSE AND REPLACEMENT HOUSING REQUIRED FOR THE EXPANSION OF CITY WATER UTILITIES FACILITIES AND AUTHORIZING THE CITY OF GRAND PRAIRIE EXPENDITURE OF  THE FUNDING AND ACQUISITION PRIOR TO EXPENDITURE

 

WHEREAS, the City Council has determined the purchase of an occupied house at 328 NE 5th Street is required to expand the water utilities located on Small Hill Street and improve drainage in the area;

 

WHEREAS, as a requirement of purchasing the above-mentioned house the City has an obligation to acquire replacement housing for the occupants; and

 

WHEREAS, the City Council of the City of Grand Prairie desires by this resolution to  authorize  the purchase of the existing house and replacement house needed for this project; and

                      

WHEREAS, the Texas legislature approved and the Governor signed SB No. 18 which added as part of the cost for the acquisition of real property by the State or a political subdivision, on or after September 1, 2011, payment of relocation expenses a requirement; and

 

WHEREAS, the City of Grand Prairie desires to confirm and ratify the public necessity for the acquisition and payment for replacement housing needed for this project not to exceed $260,000;

 

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:

 

SECTION 1.                     That it is hereby determined to be in the best interests of the City of Grand Prairie, Texas, and its inhabitants to authorize the purchase of the house by providing replacement housing.

 

SECTION 2.                     That the City Manager or his delegated agent is hereby authorized to acquire this house by providing replacement housing in an amount not to exceed $260,000.

 

SECTION 3.                     That this resolution shall become effective immediately upon its passage and approval.

 

PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS, ON THIS THE 2ND DAY OF AUGUST, 2016.
