Analysis

With Phase 1 of the RJC ballroom renovation completed, Phase 2 was a recommended item for Council consideration in the Park FY2019 CIP Budget.  However, due to accelerated degradation of audio systems, management determined that the sound component of Phase 2 needs to start immediately.  Additionally, in order to limit the amount of down time experienced in the ballroom, the chandelier installation of Phase 2 should be completed in tandem with the sound installation.  If approved by Council, the proposed Parks FY2019 CIP Budget for Phase 2 will be reduced by portions funded in FY18 as specified in this Council Communication.

Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency.  The City of Grand Prairie has master inter-local cooperative agreements with various entities including national interlocal.

Proposals were received through cooperative agreement contracts as listed below:

Infinity Sound for the audio system upgrade in the amount of $45,639 as per BuyBoard contract #563-18

Home Depot for installation of chandeliers in the amount of $4,605 as per US Communities contract #16154

An informal request for quotations was distributed to 5 vendors, including 4 HUB vendors for chandeliers. There were no Grand Prairie vendors available for this commodity. We received one response from Fort Worth Lighting in the amount of $29,219.85.

This item has been presented to the Finance & Government Committee on July 17, 2018 and received recommendation for approval by the City Council.

Funding in the amount of $79,464 is available by transferring and appropriating from the Unobligated Fund Balance in the PARKS Capital Project Fund (317193) to WO #01803203 (RJC Interior Refresh).
