Staff received notification from the regional office of the Texas Department of Transportation (TxDOT) that recommended changing IH 20 and SH 360 main lane speed limit changes within the Grand Prairie city limits.
Under the Transportation Code, TxDOT utilizes the manual "procedures for establishing speed zones" which is based on spot speed studies and the 85th percentile operating speed among other things for establishing speed zones. TxDOT has determined through a speed study that the existing environmental speed zones on IH 20 and SH 360 main lanes within Grand Prairie city limits are not reflective of the 85th percentile operating speed. As a result of this action, the posted speeds on these roadways will be raised. TxDOT currently recommends the following posted speed limits for these roadways within the Grand Prairie city limits and staff recommends amending Schedule II of the traffic register to reflect that change. The attached ordinance establishes the following speed limits:
IH 20
70 MPH
SH 360
65 MPH
Financial Consideration
There is no cost associated with this speed zone ordinance since TxDOT will furnish and install the necessary signs for the posted speed limit changes.

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS, AMENDING SCHEDULE II OF THE TRAFFIC REGISTER TO ESTABLISH MAXIMUM SPEED LIMITS GREATER THAN 30 MPH; ESTABLISHING A MAXIMUM SPEED OF 70 MPH ON IH 20 AND 65 MPH ON SH 360 WITHIN THE GRAND PRAIRIE CITY LIMITS AS REQUIRED BY SECTION 545.356 OF THE CITY CODE OF ORDINANCES; CREATING AN OFFENSE; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND TO BECOME EFFECTIVE UPON ITS PASSAGE, APPROVAL AND PUBLICATION
WHEREAS, Staff received notification from the regional office of the Texas Department of Transportation regarding IH 20 and SH 360 main lane speed limit changes within the Grand Prairie City limits.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. THAT, pursuant to Section 545.356 of the City Code of Ordinances, the city's traffic register Schedule II - Establish Maximum Speed Limits greater than 30 mph shall be amended by adding the following:

IH 20 70 MPH At All Times
SH 360 65 MPH At All Times
SECTION 2. THAT this section, subsection, sentence, clause, phrase, or portion of this ordinance is for any reason held invalid or unconstitutional by any court of competent jurisdiction, such shall be deemed a separate, distinct and independent provision and such holding shall not affect the validity of the remaining portions thereof.
SECTION 3. THAT, it shall be an offense for any person to violate any provision of the city's traffic register as amended.
SECTION 4. THAT, all ordinances or parts of ordinances in conflict with this ordinance are hereby repealed.
SECTION 5. THAT, this ordinance shall be in full force and effect from and after its passage, approval and publication.
