Analysis
Since completion of the Prairie Paws Adoption Center (PPAC) in 2003, it has been noted that the City's growth has put a strain on the PPAC’s ability to keep up with the number of strays and adoptable animals that must be housed in the facility.
On June 2, 2015 the City Council approved an architectural design contract with Quorum Architects (15-4601) for design of renovations and additions to the current Prairie Paws facility in the amount of $378,000, a 5% contingency in the amount of $18,900, and a not-to-exceed $10,000 reimbursables allowance for a total of $406,900. The goal was a comprehensive review of the current facility’s operations to develop and recommend various improvements including traffic flow patterns for both personnel and the public, adoptive and holding areas, initial impound and animal intake areas, adoption interaction and “get to know” areas, observation areas, counseling areas, isolation and quarantine provisions, a thorough review of the existing HVAC system and overall air quality capabilities, and other such factors as requested and deemed appropriate for discussion and consideration.
With the design process nearing a point of needing important cost estimation and constructability review, an RFP #16135 solicitation was advertised by the City in accordance with State law with respondents to the RFP required to submit their proposals no later than 8/8/2016. Six Construction Managers responded to the RFP. The selection committee reviewed all of the proposals and ultimately narrowed the field of six down to a list of three finalists, Pogue Construction, Modern Contractors, and Steele & Freeman, for interview purposes. On 8/9/2016, interviews were conducted with all three firms. After grading of the candidates by the individual committee members and committee deliberations, Modern Contractors received the committee’s highest grade and is being recommended to Council for the Pre-Construction CMAR contract award.
While the committee felt it had three outstanding firms to choose from, Modern Contractors' solid experience in animal shelter construction was a significant factor weighing in their favor, along with their competitive proposal numbers. The committee came away with the sense that Modern Contractors' successful experience on similar facilities would result in a significant advantage to the City.
The Construction Manager at Risk pre-construction services involves development of conceptual project estimates, preliminary construction schedule, value engineering considerations and constructability review during the Design Phase.
Pending determination of a final project construction cost within the planned overall budget, a subsequent contract award shall be comprised as bid by Modern Contractors of: (1) approximately $115,000.00 for field and office staff; (2) approximately $124,518.20 for General Conditions; and (3) approximately $106,875.00 for construction services fee (based on a 2.25% fee applied to a placeholder construction cost at the time of RFP response). A guaranteed maximum price (GMP) will ultimately be confirmed and brought before Council for final overall project cost award and approval.
Should Council approve Modern Contractors for CMAR contact award as recommended, City staff will begin working with Modern Contractors and Quorum Architects on finalizing design and begin the process of CMAR bids for Subcontractors. The final GMP will be presented to Council for consideration and approval as an amendment to the initial contract at a later date.
