Analysis
The City Council approved a contract with Axon, Inc., in October 2016, for the purchase of body worn cameras and mobile vehicle cameras, as part of a comprehensive mobile technology upgrade. In December 2017, the City Council approved a change order to the contract to allow for the upgrading of ten of the Public Safety Building’s thirteen interview rooms. The Department is very satisfied with the new technology in those rooms, and is seeking to upgrade the remaining three rooms to the Axon Interview System. Additionally, the Department is seeking to purchase additional body worn cameras, vehicle cameras, and Taser weapons for new Police Officer positions that were added to the budget in FY 2019.
The additional cost for the first year of the revised contract will be $57,161.89, and $33,780 for the three subsequent remaining years, for a grand total increase of $158,501.89.

The current contract expires at the end of Term 3. The new items purchased as part of this request will extend that portion of the contract for an additional year (Term 4).
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities to include DIR.
DIR Contract #DIR-TSO-3561 with Axon, Inc., for this equipment and services was executed on October 1, 2015 and set to expire November 18, 2019; all quotes have been verified for compliance under the reference contract.
Financial Consideration
Funds totaling $57,161.89 for year one of the change order are available from the FY 2019 Crime Tax Fund (286110). Funding for future years will be paid from that year’s approved budget.
