Analysis
On Tuesday, April 5, 2016 the City of Grand Prairie approved a construction contract with Jackson Construction in the total amount of $2,722,734.00 for I-30 Frontage Road Utility Relocations from NW 7th Street to Belt Line Road. This contract amount included the bid of $2,593,080.00 and a 5 percent contract contingency of $129,654.00
This project was identified in order for the Texas Department of Transportation to construct a three lane service road for eastbound traffic in the area between NW 7th Street and Belt Line Road and includes construction of 2,947 linear feet of 24-inch water line, 717 linear feet of 30-inch water line, 30 linear feet of 36-inch water line, various water line appurtenances such as valves, 616 linear feet of 8-inch PVC sanitary sewer, 51 linear feet of 12-inch PVC sanitary sewer, 142 linear feet of 27-inch PVC sanitary sewer, 6 new sanitary sewer manholes, and 83,400 cubic yards of general site excavation to lower the hill where a billboard is presently located adjacent to Interstate 30.
The Current Change Order No. 6 in the amount of $137,198 provides for the extension of approximately 800 feet of 12” wastewater line along the south side of Interstate Highway 30 to Beltline road; this sanitary sewer pipe section will replace an old 24” sewer pipe section south of IH-30 and west of Beltline Road which will be abandoned.
Change Order No. 5 on the current council also as a ratification a in the amount of $162,129 is necessary in order to replace a section of 36" pipe coming from our Beltline Pump Station and tying into the 24" line. Upon excavation and in the process of the construction, we discovered that the 36" line was too deteriorated to make the tie-in, necessitating the need to replace a large section and install a new 36" valve. It has been necessary to move forward immediately with getting this pipe fabricated and the valve ordered as this line being out of service impairs fire flow capabilities north of I-30. Therefore City Management authorized us to proceed with the change order bring this action back to City Council for ratification.
Change Order No. 4 in the amount of $8,063.33 provided for remobilization to site to expose open end of existing 36" RCCP water line, pumping out water present in ditch and tv inspection.
Change Order No. 3 was a time extension only.
Change Order No. 2 in the amount of $10,960 provided for a 20-foot bore under an existing Oncor power pole guy wire support. This 20-foot section was originally designed as an open trench installation, but with Oncor had to delay the relocation of their existing overhead electric facilities due to delays in TxDOT’s acquisition of the required right-of-way. Therefore, in order to keep the City’s utility relocations on schedule, it was recommended by the contractor and engineer to bore this short section under the existing guy wire support.
Change Order No. 1 approved by the City on August 25, 2016 in the total amount of $46,389.85 provided for a line pressure stop on the City’s existing 30-inch water transmission line just east of the project area in order to allow the contractor to tie the new 24-inch and 30-inch water lines into the existing water transmission system without having to drain a significant portion of the existing 30-inch water line. This allowed the contractor to make the tie-in connections and get the system back online much more quickly than if the existing 30-inch water line had been drained in order to make the connections.
Construction of this project is scheduled to be completed on or before August 31, 2017.

With approval of this change order, total contract amount will be $2,820.622.18.
Financial Consideration
State statutes require City Council approval of a change order when the cumulative cost of this change order exceeds $50,000. With approval of this change order, the City Manager will be able to approve the change order to a cumulative value of $50,000 without additional Council approval. Also, the City, as an owner, reserves the right to increase the amount of the work to be performed in a given construction contract by an amount not to exceed twenty-five (25%) percent of the original bid. The amount of this contract is $2,593,080 and the 25% value of this contract is $648,270. Total change orders to date for this project: $336,201.30.
Funding in the total amount of $137,198 is available by approving an ordinance transferring and appropriating from the unobligated fund balance in the Wastewater Capital Projects Fund (500592) WO #01510501 (I-30 Service Roads WWST) 68540

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. THAT THE FY 2016/2017 Capital Improvement Projects Budget be amended by appropriating and transferring $137,198 from the unobligated fund balance in the Wastewater Capital Projects Fund (500692) to WO #01510501 (I-30 Service Roads WWST)
