In September 2012, the Parks Department contracted with Komatsu Architecture to provide professional design services for a digital sign structure to be located near the Lake Parks complex at the intersection of Lakeridge Pkwy and Lynn Creek Pkwy. This design services contract was executed in the amount of $33,582. Separate and apart from that action, and about a year later, the Planning Department contracted with Komatsu on a digital signs master planning contract that would locate and study potential sites and provide initial planning for their implementation. This contract was executed with Komatsu in the amount of $9,397.60 in September 2013.
Two sites were selected through this master planning effort, one at S. Carrier Pkwy near I-20, just south of the Kohl’s parking lot, and the other near the intersection of N. Carrier Pkwy and Roy Orr Blvd within the Mike Lewis Park property. Ultimately, a design services contract for these two sign locations was added to the master planning contract by change order in the amount of $31,907 in January 2014. Thus, Komatsu was working concurrently on two independent contracts, one handled through Parks and the other through Planning.
With two separate contracts being handled out of two different Departmental accounts, it was ultimately deemed more efficient to combine the projects into a single project for bidding purposes to gain an economy of scale advantage. Komatsu was advised that the plans would be bid as a single package, and the plans were prepared for bid in that manner. The project was advertised for bid in accordance with State law and bids were received on June 4, 2014 with three General Contractors responding. Moore Construction Management, Inc. out of Arlington submitted the lowest competitive bid in the amount of $441,000. The second low bid was received from Mart, Inc. with a bid of $523,000. Moore Construction has performed acceptably on other projects for the City in the past, with their most recent project being the elevator addition to the east side of the Development Center complex.
It is noted that the actual video boards that will be installed within the structures included in this contract will be purchased separately by the City through a State approved procurement process. These video boards will be furnished and installed by Lantek Communications of Grand Prairie in full coordination with the digital sign structures construction contract. It is estimated that the actual video boards and their installation will cost approximately $50,000 per board, or $300,000 +/- for the six video boards that will be incorporated within these three sign structure locations. Once the final numbers are confirmed for the video boards purchase, a separate Council agenda item will be brought before Council for their consideration and approval.
Financial Consideration
Funding for the construction contract to Moore Construction Management, Inc. in the amount of $441,000 for three new Digital Sign structure installations at key locations in the City, plus a 5% construction contingency in the amount of $22,050 for a total request of $463,050 is available as follows:
1. $308,700 is available for two signs at Roy Orr and S. Carrier in Municipal Facilities Capital Projects Fund (405090) WO #01303003 (Electronic Signage)
2. $154,350 is available for the sign at Lynn Creek in Lake Capital Projects Fund (318793) W O#01202403 (Lynn Enhancements)
