Analysis
This project provides for the following improvements:
FY 12 Wastewater Main Replacements consist of approximately 1,247 LF of 12” wastewater main and 603 LF of 8” wastewater main by Open Cut, approximately 7,516 LF of 8” wastewater main by Pipe Bursting. Approximately 2,543 LF of 4” wastewater service pipe, 19 new wastewater manholes, approximately 55 VF of wastewater manhole rehabilitation, approximately 230 SY of pavement repairs for utility work, approximately 5700 SY of Bermuda grass sod and two buried aerial crossings consisting of 6-18” diameter piers and pier caps, approximately 150 LF of split steel casing pipe, 656 SY of grouted rock rubble rip rap, and various other related items to wastewater main installation. in the following locations:
-From 3325 Roy Orr Blvd south to West Shady Grove, then from West shady Grove to S.H. 161 South Bound Frontage Road.
-From the Intersection of Hill Street at S.H. 161 North Bound Frontage Road, north, then east into Hill Street Park.
-On West Church Street, from N.W. 2nd to Center Street. (Please note that this location includes wastewater and approximately 530 L.F. of 8" water main replacements)
-In the rear easement of Briarwood Dr.
-On Sparks Road from Carrier, to S.W. 3rd Street.
Construction of this project is scheduled to begin the third week of November 2012 with projected completion in the third week of May 2013.
Financial Consideration
Six (6) bids for this project were received on September 25, 2012. The low bidder is Barson Utilities, Inc., in the amount of $1,138,700.50. Staff have verified several municipality references in the Metroplex Area for Barson Utilities, Inc., all of which provided positive and favorable input for working with Barson Utilities, Inc. Staff recommends that this construction contract be awarded to Barson Utilities, Inc. in the amount of $1,138,700.50.
Funding for this project in the total amount of $1,292,426 is available from:
1. $403,736 is available in the Wastewater Capital Projects Fund (500692) WO #01208203 (FY 12 Wastewater Main Replacements)
2. $817,001 is available by approving an ordinance transferring and appropriating from the unobligated fund balance in the Wastewater Capital Projects Fund (500692) to WO #01208203 (FY 12 Wastewater Main Replacements)
3. $71,689 is available by approving an ordinance transferring and appropriating from the unobligated fund balance in the Water Capital Projects Fund (500592) to WO#01310201-03 (College Street)

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. THAT THE FY 2012/2013 Capital Improvement Projects Budget be amended by transferring and appropriating $817,001 from the unobligated fund balance in the Wastewater Capital Projects Fund (500692) to WO #01208203 (FY 12 Wastewater Main Replacements)
SECTION 2. THAT THE FY 2012/2013 Capital Improvement Projects Budget be amended by transferring and appropriating $71,689 from the unobligated fund balance in the Water Capital Projects Fund (500592) to WO #01310201-03 (College Street)
