Analysis
On May 2, 2017, the City Council awarded the Construction Manager at Risk (CMAR) contract to Modern Contractors for pre-construction services for the Charley Taylor Recreation Center additions and renovations project in the amount of $1,000.
On September 7, 2017, Amendment No 1 for the CMAR in the amount of $4,549,562 representing the Guaranteed Maximum Price (GMP) was approved by the City Council.
On March 9, 2018, Change order No. 1 was approved in the additive amount of $13,615.
On April 17, 2018, Change order No 2 was approved by City Council in the deductive amount of ($83,038.20) for deletion of HVAC equipment. Facility Services is coordinating a price agreement contract with Trane for replacement HVAC system with a net savings of $2,773.20.
On June 7, 2018, Change order No. 3 was approved in the additive amount of $42,362 and included the following:
• Add adjust to site grading
• Add structural support at window
• Add revision to underground utilities
• Add painting to exterior tile
• Add revision to interior signage
• Add steel support for boxing track
• Delete relocation of water meter
• Add relocation of FDC per Fire Marshall
• Additional bike racks
• Revision of internal locker
• Add drain pipe guard
The proposed change order #4 in the amount of $19,840.95 would include the following:
• Revision to boxing bag quantities
• Add electric circuit to riser room
• Revision to speed bag brackets
• Add concrete footing along drainage flume
• Add electric circuit for motorized partition
• Add filler to control joint
• Add demo of plaster ceiling
• Add roof drain
• Add relocate RTU frames
• Add 4” data conduit per City IT
• Add revisions to concrete roof overhang
The cumulative total for change orders to date including this change order exceed the $50,000 threshold for City Manager approval, therefore requires City Council authorization.
This item was presented to the Finance and Government Committee on September 4, 2018 and received recommendation for approval by the City Council

Funding for the Charley Taylor Recreation Center Expansion and Renovation Project is available through the Parks Capital Project Fund (317193) WO #01505501-03 (Charley Taylor Recreation Center Renovations Phase 1).
